Position Overview: The Department of Health and Human Services is seeking a dedicated and knowledgeable Supervisory IT Specialist to provide strategic leadership in the development and management of comprehensive IT systems.

Key Responsibilities:

  • Deliver expert guidance in the planning, design, development, testing, implementation, and maintenance of both server-based and personal computer-based information systems to enhance operational efficiency.
  • Oversee the design and execution of an organization-wide IT architecture that adheres to established standards of open computing and complies with governmental regulations.
  • Organize and direct the functions of the IT branch, ensuring that tasks are delegated effectively to subordinate team leaders and that personnel are well-trained and capable.
  • Manage the provision of enterprise IT services, including infrastructure, networks, software, systems, and specialized applications, ensuring high-quality service delivery.
  • Establish and uphold design standards and methodologies for application development.
  • Facilitate and support IT governance councils or committees to identify emerging directions and requirements for the IT program.

Qualifications:

To qualify for the Supervisory IT Specialist position, candidates must possess:

  • Demonstrated IT-related experience, either through paid or unpaid roles in the public or private sector, or through intensive training that showcases competencies in:
    • Attention to Detail: Thoroughness in work and conscientiousness in detail-oriented tasks.
    • Customer Service: Ability to engage with clients to assess needs and provide effective solutions.
    • Oral Communication: Proficiency in conveying information clearly and effectively to diverse audiences.
    • Problem Solving: Capability to identify issues, evaluate information, and make sound recommendations.

Additionally, candidates must have at least one year of specialized experience equivalent to the GS-14 level, involving:

  • Development of plans, policies, and procedures for IT programs and services.
  • Coordination of IT initiatives with management across various departments.
  • Providing supervision and guidance to staff managing IT services.

Additional Information: Selected candidates may be required to complete a supervisory trial or probationary period. Compliance with a Confidential Financial Disclosure Report may also be necessary to identify any potential conflicts of interest.
