Position Overview
As a pivotal leader within the Department of Health and Human Services, you will provide expert guidance in the strategic planning, design, development, testing, implementation, and maintenance of both server-based and personal computer-based information systems. Your role is crucial in enhancing operational efficiency and optimizing computer performance.
Key Responsibilities
- Design and implement a comprehensive IT architecture that adheres to open computing standards and complies with federal regulations.
- Organize and oversee branch functions, ensuring effective delegation of responsibilities to subordinate team leaders while maintaining a skilled workforce through adequate training.
- Deliver high-quality computational services, including the management and execution of enterprise IT services, infrastructure, networks, software, systems, and databases.
- Establish and uphold design standards and application development methodologies to ensure consistency and quality across all IT projects.
Governance and Coordination
- Support and facilitate IT governance councils or committees that define new directions and requirements for the IT program, ensuring alignment with organizational goals.
Qualifications
To qualify for this role, candidates must possess:
- Proven IT-related experience, either through paid or unpaid roles, demonstrating competencies in attention to detail, customer service, oral communication, and problem-solving.
- A minimum of one year of specialized experience equivalent to the GS-14 level in the Federal service, showcasing expertise in developing IT policies, coordinating programs, and supervising staff in IT service management.
Additional Information
Applicants must meet all qualifications within the specified timeframe. A supervisory trial or probationary period may be required upon selection. Selected candidates will need to complete a Confidential Financial Disclosure Report annually to identify any potential conflicts of interest.
Evaluation Criteria
Candidates will be assessed based on their qualifications and competencies in areas such as Information Technology Policy and Planning, Enterprise Architecture, Systems Analysis and Design, and Information Security.
