Role Overview:

This position entails a variety of responsibilities, encompassing diverse scopes and complexities. A critical aspect of this role involves cultivating relationships with governmental agencies and individuals across Windstream's operational territory who are responsible for approving permits for municipal, county, state, and federal entities. This role will also serve as a primary escalation point for these permitting agencies. Responsibilities include managing, coordinating, and negotiating with senior internal attorneys, prominent external counsel, and executive staff as well as political representatives from municipal governments. This includes conducting document research related to company rights and negotiating reimbursement agreements with private entities, local/state/federal agencies, and other service providers associated with facility relocations. Additionally, support for Structure Access requests/permits concerning Windstream's applications and leasing of available space on poles or within underground conduits of an Incumbent Local Exchange Carrier (ILEC) or power company, including on-site audits for pole attachment counts and clearance issues, will be required. This role will also serve as a resource for utility relocation agreements related to the relocation of outside plant facilities, which involves researching underlying rights and negotiating reimbursement agreements. Key Responsibilities:
  • Right-of-Way Management: Develop and maintain relationships with agencies and individuals responsible for approving permits for Outside Plant (OSP) facility placement. Coordinate necessary environmental, land, and archaeological surveys for permit approvals. Negotiate reimbursement agreements with private companies, government agencies, and other providers for facility relocations.
  • Pole Attachment and Structure Access: Support and coordinate pole attachment audits, clearance issue reports, and structure access requests with incumbent local exchange carriers (ILECs), power companies, and other agencies. Negotiate and manage agreements for leasing available space on poles or within underground conduits.
  • Railroad Crossings and Easements: Support and coordinate rail crossing agreements for OSP installation projects. Manage existing agreements, including renewals, term enforcement, and payment authorization. Establish relationships with government entities to secure permits for OSP facility placement.
  • General Responsibilities: Collaborate with legal, engineering, and risk management teams to execute and manage contracts. Represent Windstream to permitting entities, governmental, and legislative bodies within the assigned area, including participation in governmental meetings (town councils, planning and zoning, etc.) outside of regular working hours. Travel up to 50% of the time within the assigned area of responsibility, with occasional overnight stays.
Qualifications:
  • Experience in the telecommunications industry with a minimum of 5 years of relevant experience, including at least 2 years in telecom fiber installation.
  • Exceptional verbal, written, and interpersonal communication skills, with the ability to summarize and present detailed information to both technical and non-technical audiences.
  • Strong project and time management skills, with a focus on execution to drive results.
  • Proficient in planning and organizing workloads while adhering to multiple deadlines.
  • Familiarity with the utility construction permit application process at the municipal level, as well as other regulatory agencies.
  • Knowledge of the structure access request process as permitted under the Telecom Act.
  • Experience negotiating easements on private property, including document preparation and land value assessment.
  • Understanding of telecom outside plant construction, including terminology and techniques.
  • Familiarity with utility facility relocation reimbursement agreement processes and strong negotiation skills.
  • College degree and 5-7 years of professional experience, including 2-3 years in a supervisory role, or an equivalent combination of education and experience.
