Position Summary:

This role encompasses a variety of responsibilities, complexities, and scopes. Establishing and nurturing relationships with governmental agencies and stakeholders across Windstream's operational territory, who are responsible for granting permits from municipal, county, state, and federal entities, will be a crucial aspect of this position. Additionally, this role will serve as a primary escalation point for these permitting agencies. Responsibilities include managing, coordinating, and negotiating with senior internal legal counsel, prominent external attorneys, and executive staff as well as political representatives from municipal governments. This entails conducting document research regarding company rights and negotiating reimbursement agreements with private entities, local/state/federal agencies, and other service providers associated with facility relocations. Support for structure access requests and permits related to Windstream's applications and leasing of available space on poles or within underground conduits of an Incumbent Local Exchange Carrier (ILEC) or power company, including on-site audits for pole attachment counts and clearance issues, will also be part of the role. The position serves as a resource for utility relocation agreements concerning the relocation of outside plant facilities, which includes researching underlying rights and negotiating reimbursement agreements. Key Responsibilities:
  • Right-of-Way Management: Cultivate and sustain relationships with agencies and individuals responsible for approving permits for outside plant facility placements. Coordinate environmental, land, and archaeological surveys necessary for permit approvals. Negotiate reimbursement agreements with private companies, governmental bodies, and other providers for facility relocations.
  • Pole Attachment and Structure Access: Support and coordinate pole attachment audits, clearance issue reports, and structure access requests with incumbent local exchange carriers (ILECs), power companies, and other agencies. Negotiate and manage agreements for leasing available space on poles or within underground conduits.
  • Railroad Crossings and Easements: Facilitate and coordinate rail crossing agreements for outside plant installation projects. Manage existing agreements, including renewals, term enforcement, and payment authorization. Establish relationships with governmental entities to secure permits for outside plant facility placements.

General Duties: Collaborate with legal, engineering, and risk management teams to execute and oversee contracts. Represent Windstream to permitting entities and governmental bodies within the designated area, which may include attending governmental meetings (town councils, planning and zoning, etc.) outside of regular working hours. Travel up to 50% of the time within the assigned area of responsibility, with occasional overnight stays.

Qualifications:

  • Experience in the telecommunications industry.
  • 5+ years of relevant experience, with at least 2 years in telecom fiber installation.
  • Exceptional verbal, written, and interpersonal communication skills, capable of summarizing and presenting detailed information to both technical and non-technical audiences.
  • Strong project and time management skills, with a focus on execution to drive results.
  • Proven ability to organize workloads and meet multiple deadlines.
  • Familiarity with the utility construction permit application process at the municipal level, as well as other regulatory agencies.
  • Experience negotiating easements on private property, including document preparation and land value assessment.
  • Understanding of telecom outside plant construction, including terminology and techniques.
  • Knowledge of utility facility relocation reimbursement agreement processes and strong negotiation skills.
  • College degree with 5-7 years of professional experience, including 2-3 years in a supervisory role, or an equivalent combination of education and experience.

Physical Requirements: The role may involve standing, walking, sitting, driving, climbing, bending, crouching, pushing, pulling, carrying, and reaching, with varying frequency. Equipment used includes computers, printers, telephones, and office supplies.
