Role Summary:

This position entails a variety of responsibilities, requiring a range of skills and expertise. A key function will be to cultivate relationships with governmental agencies and stakeholders across Windstream's operational territory, facilitating the approval of permits from City, County, State, and Federal entities. This role will also serve as a primary escalation point for these permitting agencies. Responsibilities include managing, coordinating, and negotiating with senior internal legal teams, prominent external counsel, and high-level municipal representatives. Tasks involve conducting document research related to company rights and negotiating reimbursement agreements with private firms, local/state/federal agencies, and other service providers involved in facility relocations. Additionally, support for Structure Access requests and permits concerning Windstream's applications and leasing of available space on poles or within underground conduits of an Incumbent Local Exchange Carrier (ILEC) or power company will be required, including on-site audits for pole attachment counts and clearance issues. This role will also act as a resource for utility relocation agreements related to the repositioning of outside plant facilities, which involves researching underlying rights and negotiating reimbursement agreements. Key Responsibilities:
  • Right-of-Way Management: Establish and maintain relationships with agencies and individuals responsible for approving permits for Outside Plant (OSP) facility placements. Coordinate necessary environmental, land, and archaeological surveys for permit approvals. Negotiate reimbursement agreements with private entities and government agencies for facility relocations.
  • Pole Attachment and Structure Access: Support and coordinate pole attachment audits, clearance issue reports, and structure access requests with incumbent local exchange carriers (ILECs) and power companies. Manage agreements for leasing available space on poles or within underground conduits.
  • Railroad Crossings and Easements: Facilitate rail crossing agreements for OSP installation projects and coordinate easement agreements for OSP installations. Manage existing agreements, including renewals and payment authorizations.
  • General Responsibilities: Collaborate with legal, engineering, and risk management teams to execute and oversee contracts. Represent Windstream to permitting entities and governmental bodies within the assigned area, including attending governmental meetings as necessary. Travel may be required up to 50% of the time within the designated area of responsibility, with occasional overnight stays.
Qualifications:
  • Experience in the telecommunications industry, with a minimum of 5 years of relevant experience and at least 2 years in telecom fiber installation.
  • Exceptional verbal, written, and interpersonal communication skills, capable of summarizing and presenting detailed information to both technical and non-technical audiences.
  • Strong project and time management skills, with a focus on driving results through performance.
  • Proficient in planning and organizing workloads to meet multiple deadlines.
  • Familiarity with the utility construction permit application process at municipal levels and other regulatory agencies.
  • Experience negotiating easements on private property, including document preparation and land value assessment.
  • Knowledge of telecom outside plant construction, including terminology and techniques.
  • Understanding of utility facility relocation reimbursement agreement processes and strong negotiation skills.
  • A college degree with 5-7 years of professional experience, including 2-3 years in a supervisory role, or an equivalent combination of education and experience.
