Job Overview:

The Senior Program Coordinator operates under the guidance of the Newborn Screening Operations Group Manager II, engaging in sophisticated consultative services that encompass the evaluation, planning, development, and execution of initiatives related to the Texas Early Hearing Detection and Intervention (TEHDI) program.

This role involves the collection and analysis of intricate data to assess care coordination operations, aiming to uncover trends, challenges, best practices, and avenues for enhancing processes.

The position also includes the creation of educational resources and updates for medical professionals, parents, stakeholders, and program personnel.

It entails coordinating the development and distribution of studies and surveys, compiling reports on findings for management, and collaborating with staff and various stakeholders in the newborn screening sector to address and resolve issues.

Technical assistance (TA), training, and consultative support are provided to both internal and external stakeholders, including birth facilities, program contractors, Health Service regions (HSRs), governmental bodies, community organizations, and the public. High-quality written materials are produced for legislative reports, project findings, policies, and procedures related to TEHDI initiatives and special projects. The role also includes developing Scope of Works (SOWs) and monitoring the quality of TEHDI contractors as necessary.

As a liaison, the Senior Program Coordinator facilitates communication between program management, the Contract Management Section (CMS), Health and Human Services Information Technology (HHSC IT), and Program Contractors.

Responsibilities include gathering, organizing, analyzing, and preparing materials, data, and reports, as well as coordinating the initiation and development of new data reporting sources and systems.

The position operates with limited supervision, allowing for moderate independence and initiative.

Key Responsibilities:

Regular attendance and adherence to agency leave policies are required, along with the performance of additional duties as assigned.


(35%) Coordination of TEHDI Initiatives: Collaborates closely with the TEHDI team lead, NBS Operations Manager, and NBS Director, along with internal and external stakeholders, to design and implement special projects for the TEHDI program, such as care coordination initiatives and quality assurance monitoring. Evaluates legislation, rules, and state/federal guidance to ensure compliance, making recommendations for implementation; develops business/project requirements; and creates work products including protocols, policies, and procedures while ensuring quality control and alignment with program needs. Participates in contract development and quality monitoring of TEHDI contractors, identifies project risks, manages timelines, provides progress reports, and coordinates workflow with internal staff, vendors, and contractors as necessary.

(35%) Program Support and Analysis: Conducts surveys and other assessments of business processes, providing management with recommendations for improvements; assists program staff in coordinating, gathering, and evaluating Newborn Hearing Screening (NBHS) Program-related data; and generates routine reports and communications for the TEHDI Program. Offers technical assistance on database issues to Early Hearing Detection and Intervention (EHDI) Birth facility Providers and other TEHDI Providers throughout the care continuum. Continues to provide TA to internal and external stakeholders on all aspects of the TEHDI program, recommending enhancements to educational materials and the TEHDI Website as necessary.

(15%) Quality Assurance Activities: Analyzes quality assurance activities to identify service delivery gaps in NBHS, making management recommendations for improvements; performs routine quality assurance tasks, including data reviews in the TEHDI MIS databases; collaborates with Program staff to troubleshoot technical and procedural issues; and develops quality assurance plans to enhance care coordination operations, addressing concerns and ensuring standardization of business processes. Conducts data analysis and record reviews to identify trends affecting follow-up and documentation for the TEHDI program. Engages in provider outreach and education to promote accurate reporting of hearing outcomes and updates.

(10%) Development of Educational Materials: Coordinates with internal staff, including the medical director, to create and update NBHS policies and procedures. Acts as a resource for staff and clients, providing technical assistance; consults with public and private agencies to resolve issues, identify training needs, and evaluate program effectiveness; and collaborates with internal staff and stakeholders to develop and maintain quality training materials on NBHS for public and private providers and parents. This includes the creation of training webinars and other web-based training modules.

(5%) Additional Duties: Engages in other responsibilities as assigned, which may include participating in disaster response and recovery efforts or Continuity of Operations (COOP) activation, potentially requiring alternate shift patterns or locations.

Required Knowledge, Skills, and Abilities:

  • Proficient in database software (e.g., MS Access) and spreadsheet software (e.g., MS Excel) for data management and analysis.
