The Substance Use Program Supervisor plays a crucial role within the management framework of the program, operating in a dynamic police department environment while clinically and administratively overseeing the program that runs seven days a week.

Key Responsibilities

  • Assumes leadership within the designated team, ensuring the effective application of evidence-based practices. Exemplifies evidence-based methodologies and treatment philosophies, ensuring the team's practices align with Motivational Interviewing, Trauma-Informed Care, and Harm Reduction principles.
  • Provides weekly individual clinical supervision to counselors and facilitates team clinical staffing meetings.
  • Directly leads and oversees service delivery, including managing referrals, conducting screenings, assessments, case management, and follow-up engagement activities.
  • Collaborates with police department personnel to manage referrals and maintain effective communication.
  • Coordinates staffing needs to ensure adequate coverage for both planned and unplanned absences, stepping in as necessary to maintain program operations.
  • Refers individuals who do not meet treatment eligibility back to the police department.
  • Engages appropriate referrals for treatment services, conducting comprehensive assessments to determine the presence of substance use disorders and treatment needs.
  • Utilizes knowledge of behavioral health conditions to assess risky substance use behaviors effectively.
  • Works with referral resources to connect individuals to necessary treatment services.
  • Meets productivity targets and ensures timely completion of documentation, coaching staff on productivity standards.
  • Reviews all required documentation, maintaining the quality and confidentiality of individual case records in accordance with CARF, SUPR, Medicaid standards, and agency policies.
  • Assists with special projects, representing the agency at meetings, supervising students/interns, and orienting new staff.
  • Conducts annual evaluations for team members, setting specific goals and providing opportunities for professional development.
  • Participates in the hiring process and makes recommendations regarding team staffing.
  • Follows program standards for outcome collection to support program evaluation.
  • Assists the Program Director in staff development and coaching to ensure adherence to agency standards.
  • Other responsibilities as assigned.
  • Work Schedule: 2nd shift Monday-Friday, with shifts ranging from 11am-7pm, 12pm-8pm, or 3:30pm-12am based on program needs.

Additional Responsibilities

  • Engages in follow-up activities to encourage enrolled members in their treatment.
  • Participates in the implementation of emergency plans related to extreme weather or other urgent situations.
  • May require flexible scheduling, including weekends or evenings.
  • May need to be on call or carry a communication device for after-hours coverage.
  • Communicates significant information regarding members to other staff and supervisors, providing timely updates on agency operations and member well-being.

Qualifications

  • Must meet SUPR Rule 2060 credential requirements for unsupervised service provision:
    • Certification as a Certified Alcohol and Drug Counselor (CADC) from IODAPCA OR
    • Licensure as a Licensed Professional Counselor (LPC) or Licensed Social Worker (LSW) through IDFPR.
  • Preferred: Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Psychologist, or Licensed Clinical Social Worker (LCSW).
  • Preferred: Dually credentialed in mental health and substance use treatment.

Experience

  • Required: 2-4 years of clinical experience.
  • Preferred: Leadership or supervisory experience.
  • Preferred: Experience working with individuals with behavioral health needs.
  • Preferred: Experience in forensic settings.

Skills/Certifications

  • Valid Driver's License required.
  • Proficient in computer use, including email and Electronic Health Records.
  • Strong interpersonal skills and understanding of group dynamics.
