Overall Role Description of the Senior Business Architect

Senior Business Architects are responsible for defining the mission or business challenges and opportunities by evaluating Strategic Guidance documents and User CONOPS. They characterize the solution landscape by identifying workflows and information flows, articulating mission needs, and developing recommended business processes to inform the solution approach and influence the capability roadmap and planning. They create and disseminate business architecture artifacts, including identifying mission stakeholders, problem/opportunity statements, alternative business analyses, information requirements, workflows, mission threads, business requirements, preliminary validation criteria, Measures of Effectiveness (MOE) needs, MOE data, business traceability, and preliminary lifecycle concepts, documenting them in business analyst records.

Key Responsibilities of the Senior Business Architect
  • Develop, maintain, and document the business perspectives within the Corporate Enterprise Architecture, ensuring alignment with NGA's Strategy and CONOPs.
  • Formulate the business analysis strategy, including defining problems/opportunities, major stakeholders, and preliminary lifecycle concepts.
  • Create business architecture information and artifacts in accordance with the Department of Defense Architecture Framework (DoDAF) and the Intelligence Community's (IC) Program Architecture Guidance (PAG).
  • Conduct business architecture analysis, providing evaluations of alternatives, identifying business requirements, and proposing validation criteria, preliminary MOE needs, MOE data, and functional traceability.
  • Derive, define, and document the necessary Resource, Functional, and Operational Capabilities and associated activities and services related to NGA Corporate, along with systems analysis to define, document, and baseline the current NGA CEA.
  • Plan, design, and execute systems engineering work required to construct and illustrate the future state NGA CEA.
  • Develop conceptual, logical, and physical architecture and technical roadmaps that outline the time-phased schedule for transitioning systems and services from the current state to the future state CEA, along with program, segment, and project-based solution-level architectures consistent with the enterprise-level architecture.
Required Qualifications and Experience of the Senior Business Architect
  • Top Secret / SCI (TS/SCI) Security Clearance.
  • 12+ years of relevant experience.
  • Bachelor's degree or higher in business, operations research, or engineering, or equivalent senior-level work experience as a Business Architect.
  • Extensive experience in business architecture, business process re-engineering, and business modeling in conjunction with systems engineering.
  • Proven experience in government or industry utilizing architecture tools.
  • Significant experience in the IC and DoD Business Transformation efforts and Business Enterprise Architecture.
  • Demonstrated experience with the White House, OMB, or GSA's Shared Services initiative, including the DoD and IC's End-to-End Business Processes such as Hire-to-Retire, Procure-to-Pay, Acquire-to-Retire, and Budget-to-Report.
  • Experience with Defense Acquisition, Joint Capabilities Integration and Development, and Planning, Programming, Budgeting, and Execution processes.
  • Proven ability to conduct the DoD standard for Capability-Based Assessment employing strong critical and analytical skills.
Preferred Qualifications and Experience
  • Experience with business process structures, optimization, integration, and modeling.
  • Familiarity with DoDAF, IC PAG, IC JARM, UPDM, SYSML, or UAF.
  • Experience with the Federal Integrated Business Framework (FIBF).
