Compensation: $72,000 - $90,000 annually, based on qualifications and experience.

Reporting To: Executive Director of CAIR-LA

Transportation Requirement: Reliable transportation is necessary for travel throughout California.

Comprehensive Benefits: Includes 100% employer-covered medical and dental insurance for employees and their dependents, a 3% employer-matched retirement plan, 12 vacation days, 10 sick days, and 12 holidays. A hybrid work model is currently in place, with three days in the office and two days remote.

ROLE SUMMARY: CAIR-CA is seeking a dedicated and skilled individual to assume the role of Legislative & Government Affairs Manager. This position will collaborate closely with the Executive Directors, policy and advocacy teams, and communications staff statewide. The individual will cultivate and sustain strategic partnerships with local and state legislative bodies and government agencies to advocate for the interests of the American Muslim community.

KEY RESPONSIBILITIES:

Relationship Development (45%):

  • Forge and maintain strategic connections with local and state government entities to advocate for civil and human rights legislation.
  • Identify and nurture key relationships to create collaborative opportunities with various stakeholders and communities.
  • Participate in community events and municipal meetings, reporting back on issues affecting CAIR.

Programs & Events Coordination (20%):

  • Organize statewide initiatives such as Muslim Day at the Capitol and the Muslim Youth Leadership Program.
  • Engage in federal advocacy efforts, including participation in the Annual National Muslim Advocacy Day.

Voter Engagement (15%):

  • Facilitate forums and town hall meetings to connect the American Muslim community with elected officials and relevant political matters.
  • Encourage civic participation through voter registration, education, and community engagement.
  • Develop scorecards and voter guides addressing local and statewide issues.

Legislative & Policy Oversight (15%):

  • Design and oversee CAIR-CA's legislative agenda, evaluating and implementing initiatives related to this agenda.
  • Monitor legislation using CAIR-CA's tracking system and attend committee meetings.
  • Engage in workshops and hearings on pertinent policy issues, providing management with assessments and recommendations.
  • Identify grassroots engagement opportunities on state issues, coordinating advocacy activities.
  • Lead coalitions, draft campaign communications, and mobilize community support.
  • Strategize the execution of legislative processes.

Additional Responsibilities (5%):

  • Lead the statewide Policy & Advocacy Committee in executing relevant programs and initiatives.
  • Manage the advocacy database and action alert system.
  • Assist with general office duties as required.
  • Other tasks as assigned.

QUALIFICATIONS:

  • Bachelor's degree in political science, public relations, or a related field; a postgraduate degree is preferred.
  • At least three years of full-time experience in public policy and government affairs.
  • Minimum three years of experience in team management.
  • Extensive background in policy development and advocacy.
  • Ability to adapt to evolving work situations and priorities.
  • Strong oral and written communication skills.
  • Experience in public speaking to diverse audiences.
  • Proven track record of successful advocacy.
  • Ability to build key relationships and leverage collaborative opportunities.
  • Demonstrated capacity to prioritize multiple projects effectively.
  • High self-motivation and creativity.
  • Proficiency in Microsoft Office Suite and related software.
  • Commitment to civil rights and CAIR's mission.
  • Experience in nonprofit advocacy, trade associations, or governmental agencies.
  • Familiarity with grassroots programs and the American Muslim community.
