Position Overview

The Systems Analyst II acts as a bridge between Information Technology and Health and Human Services. This role involves managing projects, training personnel, creating documentation, and implementing and maintaining software solutions within the Health and Human Services sector. The Systems Analyst II serves as the primary contact for technical inquiries from Health and Human Services to IT.

Key Responsibilities

  • Evaluate and analyze user processes and procedures for efficiency; understand user requirements; suggest enhancements to data systems, and propose technological solutions.
  • Provide leadership and data for the development of the department's three-year Information Technology Strategy.
  • Coordinate the installation, implementation, and training of staff on software applications.
  • Test and validate requested program modifications and offer necessary feedback.
  • Draft and update procedural manuals and training materials; document essential meetings.
  • Assist users with inquiries or issues related to computer hardware and software.
  • Review available software options and make recommendations; assess new products, procedures, and operational methods.
  • Maintain electronic records; ensure data accuracy and quality assurance; monitor data to meet performance standards.
  • Develop, maintain, and oversee interfaces with other systems.
  • Coordinate IT projects with state and regional partners as necessary; participate in relevant meetings.

Education and Experience Requirements

  • Associate's Degree in a computer-related field with three to five years of experience in computer systems.
  • Experience in project coordination, system development, and strong communication skills.
  • Any combination of education and experience that provides equivalent knowledge, skills, and abilities is acceptable.

  • Manage multiple projects and tasks simultaneously under time constraints.
  • Exhibit exceptional communication, teamwork, and influencing skills that promote a collaborative and continuous improvement environment.
  • Comprehend and interpret various documents, including correspondence, records, internal and external reports, policy manuals, and evaluations.
  • Prepare a variety of documents, including general correspondence, reports, and procedures.
  • Demonstrate excellent facilitation and organizational skills.
  • Possess strong critical thinking and problem-solving abilities; resolve issues between departments and IT.
  • Effectively engage with staff at all levels and provide training as necessary.
  • Utilize and interpret computer-related terminology and translate departmental needs to programmers.
  • May require the ability to apply descriptive statistics.
