Subcontract Administrator Job Description

HigherEchelon, Inc. is seeking a highly motivated and experienced Subcontract Administrator to join our team. As a Subcontract Administrator, you will be responsible for administering a full range of subcontract types and sizes, from Time and Materials to Fixed Price contracts. You will work under minimal supervision, solving complex problems and developing and improving processes.

Key Responsibilities:
  • Execute complex subcontracts, ensuring compliance with FAR and DFAR regulations.
  • Develop and prepare solicitation documents, including Requests for Proposal and Requests for Quote.
  • Review subcontract activities at pre-solicitation and award phases for risk and compliance assessment.
  • Negotiate contract specifications, delivery dates, incentives, and other terms and conditions.
  • Implement FAR and DFAR requirements related to procurement.
  • Prepare documentation summaries and cost/price analyses.
  • Prepare source selection statements and other required file documentation.
  • Protect the company's interests and ensure compliance with company policies, legal, and regulatory requirements.
  • Review and administer subcontracts to ensure satisfactory progress and compliance with terms and conditions.
  • Identify problems that threaten contractor performance and recommend corrective actions.
  • Manage modifications and change orders in support of customer demands.
  • Participate in bid and proposal activities, including data calls, cost proposals, and pricing activities.
Requirements:
  • Must have a good understanding of FAR regulations and their application to subcontract management.
  • Experience preparing solicitation documents, including Requests for Proposal and Requests for Quote.
  • Ability to review subcontract activities at pre-solicitation and award phases for risk and compliance assessment.
  • Experience managing various types of subcontracts, including IDIQ, CPAF, CPFF, T&M, and FFP.
  • Experience managing large IDIQ-type subcontracts.
  • Experience preparing documentation summaries, cost/price analyses, and source selection statements.
  • Ability to identify problems that threaten contractor performance and recommend corrective actions.
  • Ability to manage modifications and change orders in support of customer demands.
  • Experience participating in bid and proposal activities, including data calls, cost proposals, and pricing activities.
