Job Overview:

Senior Program Consultant

This role is essential in fostering the development of policies, programs, and protocols while providing support to regional Child Protective Services (CPS) teams delivering services to children and families facing child welfare challenges associated with substance use.

The position operates under the guidance of CPS leadership and the Division Administrator for Behavioral Health Services, aiming to enhance CPS practices in addressing the needs of children and families impacted by substance use throughout various service stages.

The consultant will engage with regional and state office management, caseworkers, field staff, program and policy personnel, external stakeholders, and service consumers to offer strategic guidance on protocols, policies, and practices concerning substance use and treatment.

This role includes facilitating training sessions on substance use issues and providing court testimony as needed regarding substance use and drug testing.

The consultant will also offer expertise in the planning, development, implementation, and evaluation of projects and programs related to substance use disorder treatment initiatives.

By sharing knowledge of best practice models for family engagement, the consultant will enhance communication with both internal and external stakeholders, as well as service providers for agency clients.

Key Responsibilities:

Regular attendance and adherence to agency leave policies while performing additional assigned duties.

Identifying service needs and developing program initiatives. 15%

  • Conducting research and analysis of information from various agency divisions, state agencies, community groups, and advocacy organizations for effective program planning and development. 10 %
  • Planning, developing, and revising policies and procedures, as well as preparing reports, studies, and administrative documents. 15%
  • Evaluating and interpreting state and federal legislation and judicial mandates. 15%
  • Acting as a subject matter expert, providing technical assistance, training, and written guidelines to agency staff and external stakeholders. 15%
  • Reviewing and assessing service delivery based on feedback from field staff and management reports. 15%
  • Cultivating relationships with internal and external stakeholders, evaluating national trends, and networking with state and national entities to enhance program operations. Presenting at meetings, trainings, and conferences. Organizing and facilitating internal and external meetings for ongoing program operations. 10%
  • Performing other duties as necessary to maintain unit operations.

5% Required Knowledge, Skills, and Abilities:

Comprehensive understanding of state and federal laws and regulations pertaining to the CPS program.

  • Expertise in substance use assessment, testing, treatment, and relapse prevention services in both public and private sectors.
  • Specialized knowledge of CPS programs and child welfare practices.
  • Proficiency in program planning, development, and implementation.
  • Strong verbal and written communication skills.
  • Ability to establish and maintain productive working relationships internally and externally.
  • Critical and analytical problem-solving skills.
  • Capacity to prioritize and manage multiple responsibilities effectively.
  • Quick comprehension of new information.
  • Skills in planning, directing, and supervising the work of others.
  • Competence in presenting information at training sessions, conferences, or legislative hearings.
