Senior Program Coordinator

This role is essential in facilitating the formulation of policies, programs, and protocols while providing support to regional Child Protective Services (CPS) staff in delivering essential services to children and families facing child welfare challenges linked to substance use.

The positions are strategically located across various regions and will operate under the guidance of CPS leadership and the Division Administrator for Behavioral Health Services, ensuring effective CPS practices in addressing the needs of children and families impacted by substance use throughout all service phases.

The selected candidates will engage with regional and state office management, caseworkers, field staff, CPS state office program and policy teams, external stakeholders, service consumers, advocates, judges, treatment providers, medical professionals, and other social service entities to offer programmatic guidance on protocols, policies, and practices concerning substance use and treatment.

This position will also be responsible for conducting training sessions focused on substance use issues and may provide court testimony regarding substance use and drug testing as required.

The roles will involve offering consultation and strategic guidance on the planning, development, implementation, and evaluation of projects and programs related to substance use disorder treatment initiatives.

The positions will leverage best practice models for family engagement and will enhance communication with both internal and external stakeholders, as well as service providers for agency clients.

Key Responsibilities:

Regular attendance and adherence to agency leave policies are expected, along with the performance of additional duties as assigned.

Identifying service needs and implementing program initiatives. 15%

  • Conducting research and analysis of information from various agency divisions, state agencies, community organizations, and advocacy groups for effective program planning and development. 10 %
  • Planning, developing, and updating policies and procedures. Preparing reports, studies, position papers, and administrative documentation. 15%
  • Evaluating and interpreting relevant state and federal legislation and judicial mandates. 15%
  • Acting as a subject matter expert, providing technical assistance, training, and written guidelines to both agency personnel and external stakeholders. 15%
  • Reviewing and assessing service delivery based on feedback from field staff and management reports. 15%
  • Building collaborative relationships with internal and external stakeholders. Staying informed about national trends and current research. Networking with state and national entities to enhance program operations. Presenting at meetings, training sessions, and professional conferences. Organizing and facilitating internal and external meetings for ongoing program management. 10%
  • Performing other assigned duties necessary for maintaining unit operations.

5% Required Knowledge, Skills, and Abilities:

Familiarity with state and federal laws and regulations pertinent to the CPS program.

  • Understanding of substance use assessment, testing, treatment, and relapse prevention services in both public and private sectors.
  • Specialized knowledge of CPS programs and child welfare practices.
  • Proficiency in program planning, development, and execution.
  • Excellent verbal and written communication skills.
  • Ability to cultivate and maintain productive working relationships.
  • Strong analytical and critical thinking skills.
