Job Overview:

Senior Program Coordinator

This role is essential in aiding the formulation of policies, programs, and protocols while providing support to regional Child Protective Services (CPS) personnel in delivering services to children and families facing challenges related to substance use.

The positions are distributed across various regions and operate under the guidance of CPS leadership and the Division Administrator for Behavioral Health Services, aiming to enhance CPS practices in assisting children and families throughout the service continuum.

The selected candidates will engage with regional and state office management, caseworkers, field staff, program and policy teams, external stakeholders, service consumers, advocates, judicial authorities, treatment providers, healthcare professionals, and other social service entities to offer programmatic guidance on protocols, policies, and practices concerning substance use and treatment.

This role will also involve conducting training sessions focused on substance use issues and providing court testimony as required regarding substance use and drug testing.

The positions will deliver consultation and guidance on the planning, development, execution, and evaluation of projects and programs linked to substance use disorder treatment initiatives.

The candidates will leverage their expertise to incorporate best practice models when working with families and will enhance communication with both internal and external stakeholders, as well as service providers for agency clients.

Key Responsibilities:

Regular attendance in accordance with agency policies and performing additional duties as assigned.

  • Identifying service requirements, developing, and implementing program initiatives. 15%
  • Conducting research and analysis of information from various agency divisions, state agencies, community organizations, and advocacy groups for program planning and development. 10%
  • Planning, developing, and updating policies and procedures. Preparing reports, studies, position papers, and administrative documentation. 15%
  • Evaluating and interpreting relevant state and federal legislation and judicial mandates. 15%
  • Acting as a subject matter expert by providing technical assistance, training, and written guidelines to agency staff and external stakeholders. 15%
  • Reviewing and assessing service delivery based on feedback from field staff and management reports. 15%
  • Establishing and nurturing relationships with internal and external stakeholders, staying informed on national trends, and networking with governmental and advocacy organizations to enhance program operations. Presenting at meetings, trainings, and professional conferences. Organizing and facilitating internal and external meetings for ongoing program operations. 10%
  • Performing other necessary duties to maintain unit operations.

5% Required Knowledge, Skills, and Abilities:

Comprehensive understanding of state and federal laws and regulations pertinent to the CPS program.

  • Expertise in substance use assessment, testing, treatment, and relapse prevention services in both private and public sectors.
  • Specialized knowledge of CPS programs and child welfare practices.
  • Proficiency in program planning, development, and implementation.
  • Strong verbal and written communication abilities.
  • Skill in fostering and maintaining productive working relationships.
  • Analytical and critical thinking skills to approach problems effectively.
  • Ability to prioritize and manage multiple tasks efficiently.
  • Quick comprehension of new information.
  • Capability to plan, direct, and delegate responsibilities while supervising others.
  • Proficiency in presenting information at training sessions, conferences, or legislative hearings.
