The Cost/Pricing Analyst II plays a crucial role in supporting the Department of the Air Force Rapid Capabilities Office (DAF RCO), the Secretary of the Air Force for Acquisition Special Programs Division (SAF/AQL), and US Air Force combat and sustainment initiatives. Adhering to relevant federal, Department of Defense (DoD), and Air Force acquisition policies, laws, regulations, and guidelines, the Cost/Pricing Analyst II provides counsel, guidance, and recommendations to procurement staff in addressing a diverse range of cost and pricing challenges.

Key Responsibilities

Tasks Include:

  • Leverage extensive contracting and pricing expertise to offer insights to colleagues regarding the resolution of technical challenges and practical advice on navigating specific scenarios.
  • Apply knowledge of federal, DoD, and Air Force contracting and pricing regulations, policies, and procedures to various situations.
  • Assist Contracting Officers in establishing cost objectives, ensuring they are grounded in sound pricing principles.
  • Act as the lead cost/price analyst on highly complex or sensitive contracting matters.
  • Participate in short-term and long-term teams to address specific or unprecedented pricing challenges as needed.
  • Serve as the technical authority in pricing-related issues.
  • Review and assess contract price proposals for adequacy and compliance with laws, regulations, and Cost Accounting Standards (CAS).
  • Conduct thorough analytical evaluations of proposals to assess reasonableness, accuracy, timeliness, and completeness.
  • Manage significant and intricate agency acquisitions involving a variety of supplies and services.
  • Analyze technical, audit reports, and legal opinions to evaluate various cost elements or justified exceptions based on factors such as risk, government assistance, capital investment issues, and subcontracting extent.
  • This role may involve formal supervisory duties, including hiring, onboarding, timekeeping oversight, performance evaluations, task management, and supervision of other contract personnel.
  • Additional responsibilities as assigned.

Qualifications

  • Bachelor of Arts/Bachelor of Science (BA/BS) degree required.
  • 5+ years of relevant DoD/IC or industry experience, including at least 1 year in an SAP and/or SCI environment within the last 5 years.
  • Proficient in Microsoft Office applications.
  • Experience with classified accounting systems; Momentum preferred.
  • Possession of a valid driver's license.
  • Active TS/SCI clearance required.

Knowledge, Skills, and Abilities

  • Expertise in price cost analysis.
  • Experience with government contracts.
  • Knowledge of pricing for government contracts.
  • Understanding of cost realism.
  • Proficiency in cost analysis.
  • Ability to break down costs effectively.
  • Familiarity with regulations in CAS.
  • Advanced proficiency in Excel.
  • Capability to work under tight deadlines with demanding performance expectations.
  • Willingness to travel CONUS and OCONUS.
  • Ability to pass a government Counterintelligence Scope Polygraph (CI Poly).
