Job Overview

Position Summary:

ISI Professional Services is seeking a Construction Engineer (CE) to oversee and manage construction activities. The CE will play a crucial role in ensuring that the construction monitoring and site operations of various projects are conducted smoothly, without interfering with ongoing agency functions and facility activities. This position involves supervising and inspecting the work of multiple construction contractors engaged in various on-site projects, facilitating site visits as directed by the Contracting Officer through the Construction Management Firm, and ensuring that projects adhere to timelines, quality standards, and contractual obligations.

Key Responsibilities:

  1. Organize and lead various meetings as requested by the Contracting Officer at different project locations. The CE will be responsible for chairing all discussions between the Government and construction contractors, including weekly progress meetings, and will prepare detailed minutes for each meeting.
  2. Complete daily reports documenting work activities for each assigned project.
  3. Draft Requests for Price Proposals (RPPs) that outline the scope of work and reference relevant specifications, including necessary sketches. Prepare cost estimates detailing labor, materials, and equipment expenses, and assist in the preparation of contract modification documents.
  4. Conduct quantity surveys, review and validate contractors' monthly payment requests, and provide draft payment estimates along with completed Construction Payment Request Approval forms to the Government project team.
  5. Receive, log, and assess submittals for accuracy and completeness. Review shop drawing submissions and track their progress until completion, updating the Submittal Tracking logs maintained by each project team.
  6. Examine Contractor Quality Control (QC) daily reports for accuracy and thoroughness. Document construction progress and issues through photographs, capturing elements that may not be visible later.
  7. Ensure that contractors' project record drawings are updated to reflect all changes, Requests for Information (RFIs), modifications, and completed work prior to each monthly payment.
  8. Issue lists of inspection deficiencies to contractors and conduct inspections, drafting related deficiency letters for review and approval by the Contracting Officer's Representative.
  9. Verify that all required Operation and Maintenance (O&M) manuals, warranties, guarantees, and closeout documentation are complete and compliant with contract specifications.
  10. Perform site visits to off-site locations as necessary upon request from the Contracting Officer.

Minimum Qualifications:

  • A bachelor's degree in engineering, construction, or a related field from an ABET-accredited institution, with a minimum of 2 years of relevant construction and engineering experience, and active participation in an Engineer in Training (EIT) program in preparation for the Professional Engineer exam.

OR

  • A master's degree in engineering, construction, or a related field from an ABET-accredited institution, with at least 6 years of relevant construction and engineering experience, and participation in an Engineer in Training (EIT) program.
  • Proficiency in using Primavera Project Planner (P3) schedules.
  • An active Top Secret clearance is required.

Preferred Qualifications:

  • Possession of a PE License (any state), CCM, PMP, LEED AP, or AIA certification.
  • Experience working at the White House and/or President's Park.

Work Environment:

  • Standard business hours are Monday through Friday, from 8:00 am to 5:00 pm.
  • This position is primarily onsite.
