Job Title: Manager, IT Project Management Office (Portfolio Project Manager I)

Position Overview: The Texas General Land Office (GLO) is dedicated to serving the schoolchildren, veterans, and the environment of Texas. This role is integral to our Information Technology Services (ITS) division, where the selected candidate will embody the GLO's core values of Integrity, Open Communication, Teamwork, Innovation, and Proficiency.

Key Responsibilities:

  • Lead advanced initiatives within the ITS division, overseeing a diverse portfolio of projects while ensuring adherence to established protocols and budgetary guidelines.
  • Evaluate and prioritize projects using recognized methodologies, establishing criteria for selection and management.
  • Supervise the Project Management Office (PMO), setting strategic goals, providing training, and assessing team performance.
  • Operate with a high degree of autonomy, exercising initiative and independent judgment in decision-making.
  • Engage in additional responsibilities as required, which may include participating in disaster response efforts or continuity of operations.

Essential Functions:

  • Manage project portfolios, including budgets, timelines, and resource allocations, ensuring projects are completed within defined parameters.
  • Develop and maintain evaluation criteria for project prioritization, managing the project intake process and backlog.
  • Guide and mentor PMO team members, establishing performance goals and providing necessary training.
  • Ensure compliance and quality of PMO work, implementing policies and processes to meet standards.
  • Compile and disseminate portfolio performance reports to stakeholders, providing timely insights into project status.
  • Identify risks and opportunities within the portfolio, developing strategies to mitigate potential issues.
  • Collaborate with various stakeholders, including state agencies and contractors, to ensure effective project management.

Qualifications:

  • Bachelor's degree from an accredited institution.
  • A minimum of eight years of experience in project management within an IT context.
  • Proven experience managing a varied IT project portfolio.
  • Three years of supervisory experience in an IT environment.
  • Strong communication skills, with the ability to convey complex information to diverse audiences.
  • Ability to work on-site a minimum of three days per week.

Preferred Qualifications:

  • Ten years of experience in IT project management.
  • Experience in leading teams and managing personnel.
  • Advanced degrees or relevant certifications in project management.
  • Familiarity with state procurement and vendor management processes.

Knowledge, Skills, and Abilities:

  • Expertise in leading cross-functional teams and driving process enhancements.
  • Strong foundation in project management principles and methodologies.
  • Advanced proficiency in Microsoft Office Suite and project management tools.
  • Ability to navigate local, state, and federal regulations relevant to project administration.

Physical Requirements: This role primarily involves sedentary office work, requiring mobility to perform various duties. The position necessitates extensive communication and the ability to manage documents and materials weighing up to 20 pounds.
