  • Lead advanced initiatives within the ITS division, managing a diverse portfolio of projects while ensuring adherence to established processes and budgetary constraints.
  • Coordinate and assess the project portfolio utilizing recognized methodologies, setting criteria for project prioritization and selection.
  • Oversee the Project Management Office (PMO), establishing objectives, providing training, and evaluating team performance.
  • Work autonomously with significant discretion in decision-making.
  • Engage in additional responsibilities as assigned, which may include participation in disaster response and recovery efforts.

Essential Functions:

  • Develop, monitor, and manage project portfolios, ensuring completion within budget and scope while adhering to GLO and ITS standards.
  • Establish and maintain evaluation criteria for project prioritization, managing the project intake process effectively.
  • Guide and mentor PMO team members, fostering a collaborative environment to achieve departmental goals.
  • Ensure compliance and quality of PMO outputs, maintaining policies and procedures that align with organizational standards.
  • Compile and disseminate portfolio information and performance assessments to stakeholders.
  • Identify risks and opportunities within the portfolio, designing strategies for mitigation.
  • Collaborate with other agencies and stakeholders to ensure effective project management.

Qualifications:

Minimum Requirements:

  • Bachelor's degree from an accredited institution.
  • Eight years of experience in IT project management.
  • Experience managing a varied IT project portfolio.
  • Three years of supervisory experience in an IT context.
  • Strong communication skills with the ability to present complex information to diverse stakeholders.

Preferred Qualifications:

  • Ten years of experience in IT project management.
  • Experience in supervising teams.
  • Advanced degrees or relevant certifications.
  • Familiarity with State of Texas procurement processes.

Knowledge, Skills, and Abilities:

  • Proven leadership in cross-functional teams and process improvement.
  • Strong project management and operational development skills.
  • Advanced knowledge of project management principles and Agile methodologies.
  • Exceptional problem-solving and communication abilities.

Physical Requirements:

This position primarily involves sedentary office work, requiring mobility for routine tasks. The role necessitates extensive computer use and effective communication with clients and stakeholders.
