The Texas General Land Office is seeking a highly skilled Portfolio Project Manager I to join our Information Technology Services team. As a key member of our team, you will be responsible for developing, monitoring, and managing a portfolio of projects, ensuring alignment with established processes, procedures, and budgetary constraints.

Key Responsibilities:

  • Develops, monitors, and manages projects and portfolio, including budgets, schedules, work plans, resources requirements, and work estimates and projections to ensure project is completed within budget, scope, and time and according to GLO and ITS established processes and procedures.
  • Coordinates, develops, and evaluates a portfolio of projects using accepted portfolio management methodologies. Develops evaluation criteria for project prioritization and selections. Maintains backlog of projects. Defines and manages project intake process. Establishes the rules and procedures for making portfolio decisions.
  • Plans, assigns, monitors, and manages the work of Project Management Office (PMO) department. Establishes goals and objectives for team. Trains, guides, and mentors team members to achieve goals, solve problems, and gain the necessary skills to successfully perform their duties. Evaluates team members' performance.
  • Ensures the quality and compliance of work conducted by the PMO; establishes methods to monitor and evaluate work quality and quantity; creates and maintains policies, processes, and procedures; ensures that work products produced by staff and vendors adhere to standards, policies, and requirements; complies with audits and investigations.
  • Compiles and distributes portfolio information, status reports, and portfolio budget expenditures. Provides stakeholders with timely assessments of portfolio and component performance.
  • Analyzes and monitors portfolio components to identify issues, risks, and opportunities for improvement; and designs strategies to mitigate or avoid future risks within portfolio.
  • Coordinates project portfolio activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Consults with ITS leadership, senior leaders within the agency. Consults with other agencies regarding issues related to project and portfolio development and management.

Requirements:

  • Graduation from an accredited four-year college or university.
  • Eight (8) years experience as a Project Manager in an Information Technology setting.
  • Experience managing a diverse IT project portfolio.
  • Three (3) years experience supervising Project Managers in an IT setting.
  • Equivalent education and experience may substitute for one another.
  • Experience developing and presenting complex information across all levels of stakeholders, including executive-level staff.
  • Ability to work from the assigned office location 3 or more days a week.

Preferred Qualifications:

  • Ten (10) years experience as a Project Manager in an Information Technology setting.
  • Ten (10) years experience supervising others.
  • Higher education such as Master's degree.
  • Relevant certifications such as Project Management Professional (PMP), Lean Six Sigma, Agile/Scrum, etc.
  • Experience writing statements of work, contracts, or solicitations for technology projects.
  • Experience with State of Texas purchasing, contracting, and vendor engagement and management.

Knowledge, Skills, and Abilities:

  • Proven experience in leading cross-functional teams and driving process improvements.
  • Strong background in project management, program development, and operations.
  • Advanced understanding of portfolio and project management activities, practices, and toolkits.
  • Advanced knowledge of and experience implementing project management principles and Agile delivery practices and methodologies.
  • Experience leading or working on projects utilizing an Agile methodology using Azure DevOps.
  • Excellent problem-solving skills and ability to drive solutions and foster resolution.
  • Exceptional communication and leadership skills.
  • Knowledge of the software development lifecycle (SDLC).
  • Ability to lead, mentor, and build consensus in diverse teams utilizing best practices in negotiation and conflict resolution.
  • Ability to manage of third-party vendor engagements, including evaluation and assessment.
  • Advanced skill in project portfolio management monitoring as well as in project and portfolio resourcing.
  • Ability to apply independent judgment in making critical decisions.
  • Knowledge of local, state, and federal laws and regulations relevant to the administration of the portfolio of projects.
  • Advanced Microsoft Office proficiency, particularly in Word, Excel, PowerPoint, MS Project, Visio, SharePoint, and MS Teams.

Physical Requirements:

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
