Job Summary:

We are seeking a highly skilled Financial Analyst II to join our team at the Texas Department of Aging & Disability Services. As a key member of our financial compliance team, you will be responsible for conducting complex financial monitoring reviews of government, educational, non-profit, and for-profit entities contracted to administer various programs for the Health and Human Services Commission (HHSC).

Key Responsibilities:
  • Lead financial monitoring reviews of government, educational, non-profit, and for-profit entities throughout Texas, identifying financial non-compliance issues and recommending corrective actions.
  • Exercise independent judgment in designing review procedures and identifying areas of non-compliance, developing necessary financial summaries and attachments to support findings.
  • Prepare comprehensive formal financial monitoring reports detailing conclusions, findings, and recommendations, and follow up on review activities as needed.
  • Provide technical assistance to contractors and HHSC program personnel on financial compliance matters, and participate in the development and/or modification of financial compliance policies and procedures.
  • Act as a mentor and assist in the training of recently hired fiscal monitors, and participate in the maintenance of TeamMate procedures to ensure fiscal reviews are based on current needs and criteria.
Requirements:
  • Knowledge of complex accounting systems, journals, and source documentation required for compliance with contract language, state, and federal regulations.
  • Skills in computer operations, applicable software, and data modeling, as well as superior skills in Excel and/or other database programs.
  • Ability to administer financial processes and systems, perform and interpret numerical analyses, and communicate effectively orally and in writing.
