Key Responsibilities:
  • Provide guidance and expertise to analyze, troubleshoot, and recommend enhancements based on industry best practices and R12 capabilities for the following Budget-to-Report (B2R) business process areas:

1. Budget Planning & Formulation

2. Federal Administration

3. Budget Distribution

4. Budget Management

5. Management of Continuing Resolution Authority

6. Fund Reprogramming and Rescission

7. General Ledger Maintenance

8. Journal Entry Creation and Posting

9. Prior Period Adjustments

10. Month-End and Year-End Closing and Reporting Support

  • Deliver expertise in Oracle GL, FV, and SLA modules to identify, troubleshoot, and resolve issues.
  • Collaborate with clients to optimize operations and enhance overall solutions.
  • Document help desk tickets using the ticketing system and utilize it to generate help desk metrics and FAQs.
  • Analyze and resolve reported help desk inquiries.
  • Triage issues to ascertain potential causes and either resolve or escalate as necessary.
  • Develop and conduct functional training sessions for help desk personnel.
  • Provide leadership and expertise in reviewing Sub-Ledger Accounting (SLA) rules and suggesting improvements based on best practices and R12 functionality.
  • Conduct requirement analysis, process evaluations, configuration, documentation, and implementation services for production support and system enhancements within a shared service Oracle Federal Financial R12 environment.
  • Identify and document user requirements.
  • Assess processes, document gaps, and propose solutions to bridge gaps and enhance processes for customer migration to the R12 Global Model.
  • Update Oracle R12 configurations and documentation across multiple environments as required.
  • Assist in training sessions and documentation creation.
  • Facilitate the development of training materials.
  • Plan, coordinate, and execute cut-over activities for onboarding new clients into the production environment and provide post-production support.
  • Contribute to planning and scheduling for project and release management.
  • Review existing account generators and rules, recommending enhancements based on best practices.
Qualifications:
  • 5-7 years of functional experience in implementing and supporting Oracle R12 Federal Financial applications, focusing on analysis, implementation, and problem resolution.
  • Strong background in Oracle General Ledger and Federal Administration, with a solid understanding of accounting flow from Sub-ledger to General Ledger.
  • Demonstrated experience in Federal Accounting practices (USSGL/GTAS/SFIS).
  • Experience with Federal month-end and year-end closing processes, with the ability to analyze and resolve issues.
  • Prior involvement in Oracle R12 upgrades and conversions.
  • Experience in conducting training sessions and developing training materials.
  • Proven track record in executing end-to-end integration testing.
  • Strong analytical skills and problem-solving capabilities, with experience in analyzing, troubleshooting, and resolving service requests within the Oracle E-Business Suite.
  • Must be authorized to work in the US; visa sponsorship is not available.
  • On-site work required one day per week.
  • Must be a US Citizen or permanent resident (Green Card holder).
  • Work Schedule: Monday to Friday.
