InsideHigherEd is seeking an experienced IT Budget Manager to join our team. As a key member of our IT department, you will be responsible for maintaining, controlling, and continuously improving all budgeting and accounting processes relating to operational and capital technology purchases for the college district.
Key Responsibilities- Manage and Coordinate Budgeting Activities: Implement and manage the organization's IT budget policies and guidelines in accordance with standards established by ACC's Business Services team.
- Encourage Efficient Use of Resources: Assist the CIO in communicating the business values of IT Spend to help rationalize the budget and reduce or optimize the IT cost base.
- Provide Financial Analysis: Provide CIO with detailed cost and consumption analyses to support strategic decision-making, financial planning, budget justification, performance analytics, benchmarking, and value measurement capabilities.
- Monitor and Prepare Budgets: Monitor actuals against estimates and prepare annual and interim budgets for the CIO's direct reports.
- Coordinate Budget Appropriations: Coordinate budget appropriations and respond to exception requests for funds.
- Implement and Support Tools: Implement and support tools and reporting used for planning, forecasting, monitoring, and decision support.
- Collaborate with IT Teams: Collaborate with the CIO and ITBO Manager to ensure all teams assigned IT spend (IT senior leadership, Department heads etc.) are given adequate budget distributions.
- Control Budget Approvals: Control budget approvals, usage policies around IT Cost Centers, processes for unplanned or emergency technology purchases, and adherence to established guidelines for requisition/purchase orders/invoicing, etc.
- Work with Consultants: Work with consultants and internal team to set up IT financial processes in our Financial Accounting Solution, Workday. Understand the functionality of Workday to enable continuous improvement.
- Ensure Consistency: Ensure all IT teams are managing budget items consistently and in accordance with the department and organization's standards.
- Coordinate with External Departments: Coordinate between Information Technology and External Departments in all matters pertaining to the Information Technology budget, including budgeting for future fiscal years.
- Govern IT Budget Processes: Govern the processes and procedures of the IT budget, projections, procedures, philosophies, and needs.
- Prepare and Navigate Complex Financial Transactions: Prepare, review, and navigate complex financial transactions.
- Craft and Maintain Dashboards: Craft and maintain usable dashboards showing financial trends within IT-controlled cost centers.
- Identify Trends and Make Recommendations: Identify trends in data and make recommendations to maximize the College's return on its technology investments.
- Make Presentations: Make presentations as needed to various audiences regarding financial matters.
- Cost Accounting Procedures: Knowledge of cost accounting procedures and practices and their relationships to program budgeting.
- Trend Analysis and Reporting: Trend analysis and reporting.
- Financial and Root Cause Analysis: Financial and root cause analysis.
- Business Practices and Procedures: Business practices and procedures of an Information Technology department.
- Procure-to-pay and Accounts Payable: Experience in Procure-to-pay and Accounts Payable.
- Workday Platform and Adaptive Planning: Experience in Workday Platform and Adaptive Planning is preferred.
- Creating and Running Reports: Creating and running reports.
