Key Responsibilities:

The Principal Program Engineering Manager serves as the main technical liaison to clients and holds primary responsibility for fulfilling technical specifications and project scopes, including engineering budgets and timelines.

This role involves defining and maintaining project plans, directing comprehensive technical evaluations, granting design authority approvals, ensuring adherence to processes by the engineering team, and collaborating with value stream management and other leaders to meet technical objectives.

The Principal Program Engineering Manager is also responsible for ensuring alignment among various contributing organizations in executing engineering tasks and for overseeing program-level system integration across different teams.

This role requires engagement with project engineers from various departments to ensure compliance with contractual obligations and client satisfaction.


The Principal Program Engineering Manager will work closely with engineering managers to ensure projects are adequately staffed according to the resource plan established with project engineers.

This position leads the complete lifecycle of engineering development activities, ensuring all system requirements are met and managing component requirements on behalf of the Integrated Product Team (IPT).

This role acts as the technical point of contact for the program, clients, partners, and regulatory bodies, resolving technical conflicts and issues while developing and maintaining technical risk analysis methods and closure plans.

The Principal Program Engineering Manager is accountable for executing projects successfully, ensuring cost and schedule performance meet expectations.

The role also interfaces with the Value Stream Leader (VSL) for program performance metrics, clients for technical discussions, managers for resource needs, discipline chiefs for technical consistency, project engineers for performance tracking, and domain leads for technical guidance.


What You Will Do:
  • Serve as the primary technical contact for clients on the program.
  • Oversee overall cost, schedule, and risk management for projects.
  • Ensure technical success and program metrics are achieved.
  • Facilitate comprehensive program integration.
  • Provide technical direction to multiple integrated project teams.
  • Analyze portfolio challenges and recommend project plan modifications.
  • Ensure complete and accurate breakdown of program requirements.
  • Oversee product verification and certification processes.
  • Achieve Design to Cost (DTC) objectives.
  • Support appropriate technical staffing and assignments.
  • Assist in market analysis documentation.
  • Adhere to budget, schedule, and risk management protocols.

Qualifications Required:
  • Bachelor's degree in a relevant field (Science, Technology, Engineering, or Mathematics) with a minimum of 10 years of relevant experience, or an advanced degree with at least 7 years of experience, or 14 years of relevant experience in lieu of a degree.
  • Must be a U.S. Citizen.
  • Ability to obtain a U.S. Department of Defense (DoD) security clearance.
  • Previous experience in roles such as Systems Lead, Engineering Manager, or Project Engineer.
  • Experience in project planning and execution.
  • Proven ability to build and maintain professional networks.
  • Willingness to travel up to 50% of the time.

  • Familiarity with processes and tools for large program execution.
  • Demonstrated leadership skills with a focus on team development and mentoring.
  • Excellent written and verbal communication skills.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Self-motivated with strong analytical capabilities.
  • Experience in system-level test planning and execution.
