Key Responsibilities:
  • Oversee the coordination of legislative waivers and standards exception requests, which is a fundamental duty of the Physical Security Points (PSP).
  • Develop expertise in policies related to legislative requirements and inter-agency physical security standards.
  • Conduct surveys of official facilities and residential properties, both domestically and internationally, documenting deficiencies and managing risks associated with physical security vulnerabilities.
  • Deliver in-person briefings or prepare written briefing documents for senior Department leaders and oversight bodies.
  • Gain comprehensive knowledge of compliance levels with residential security standards and provide expert advice on security countermeasures for Regional Security Officers (RSOs) stationed abroad.
  • Monitor residential security budgets annually to ensure adherence to Department funding timelines.
  • Act as the primary contact for RSOs regarding the Department's Soft Target program, serving as an expert on countermeasures for soft targets, particularly schools attended by children of Chief of Mission personnel.
  • Facilitate funding requests for soft target initiatives in collaboration with relevant OBO elements.
  • Coordinate design reviews of Overseas Building Operations (OBO) projects to ensure alignment with Overseas Security Policy Board standards.
  • Perform additional duties as assigned.
Knowledge, Skills, and Abilities:
  • In-depth understanding of physical security principles and practices applicable to the planning and construction of multi-use facilities worldwide.
  • Significant experience as part of a design and construction team for diplomatic facility projects, with a proven ability to manage multiple complex security-related initiatives.
  • Extensive knowledge of U.S. diplomatic facilities, ensuring compliance with security requirements.
  • Proficient in reading, writing, and comprehending technical documents and reports at a collegiate level, with the ability to present solutions to physical security challenges.
  • Capability to conduct thorough physical security assessments and enforce compliance with established standards.
  • Ability to effectively collaborate with various levels of Department personnel and other agencies to foster cooperation in security programs.
  • Familiarity with the roles of foreign affairs and intelligence agencies, ensuring compliance with regulations governing the protection of diplomatic facilities.
  • Skilled in diagnosing and resolving complex physical security issues related to building design and construction standards.
Minimum Education:
  • Bachelor's degree in a related field is preferred but not mandatory.
