JOB SUMMARY

Under the general supervision of the Program Supervisor, this role is responsible for delivering services and support related to various departmental and enterprise-wide application software systems utilized by the City. The position involves proactively identifying and pursuing opportunities to enhance the value of the supported application systems through improved processes, training, security, and reporting.

ESSENTIAL JOB FUNCTIONS:
1. Act as the primary IT systems advisor for one or more application systems; provide functional assistance to departmental clients regarding the utilization of application systems; engage in regular communication and consultation with application vendors to ensure the software is current with the latest patches and updates, and coordinate the selection, testing, and implementation of all relevant application software patches, updates, and hot fixes; troubleshoot reported functionality issues and devise plans and procedures for their resolution.
2. Offer regular analytical and technical support related to the identification, development, implementation, and maintenance of application software solutions for departmental business requirements.
3. Frequently consult with IT Quality Assurance personnel and departmental clients on the development, maintenance, and utilization of application test plans and procedures; assist the IT Training team with the creation, maintenance, and regular use of training materials associated with one or more application systems; identify gaps in customer understanding of provided training materials and collaborate with the IT Trainer to develop additional training courses or resources to address these gaps.
4. Regularly create and disseminate communication materials pertinent to the supported application systems; such materials may include, but are not limited to: FAQs, application tips and tricks, and upcoming software version/patch management information.
5. Coordinate and assist with the development, testing, and implementation of new custom production and/or ad hoc application system reports; support customer training and assistance for new and existing custom ad hoc reports; comprehend a customer's reporting needs and translate them into technical specifications for the creation of custom reports.
6. Thoroughly analyze and document existing business processes; identify and document proposed enhancements to business processes.

MINIMUM QUALIFICATIONS:
Knowledge, Skills, and Abilities Required:

  • Familiarity with computer hardware, software, and system usage.
  • Understanding of programming procedures and techniques.
  • Knowledge of computer languages and networks.
  • Ability to communicate effectively with non-technical clients, the public, and other City employees through oral and written means.
  • Capability to recognize problems and devise solutions.
  • Proficiency in operating various office equipment including, but not limited to: PC, fax machine, typewriter, calculator, and copier.
  • Ability to perform a range of physical tasks including, but not limited to: filing, holding, lifting, seeing, sitting, sorting, typing, and writing.
  • Ability to receive detailed information through oral communication and make fine discriminations in sound.

Qualifying Education and Experience:

  • Bachelor's Degree in Computer Science, Management, Business, Mathematics, or a related field.
  • A minimum of three (3) years of experience in the management and administration of one or more application software systems.
  • Alternatively, a combination of equivalent education and experience.

PREFERRED QUALIFICATIONS:
Knowledge, Skills, and Abilities:

  • Experience with HCM, Benefits, or Compensation software administration (Workday experience is highly desired).
  • Strong understanding of HCM, Benefits, or Compensation policies and processes.
  • Experience in the configuration and administration of Enterprise Software applications.
