Job Description

We are seeking a highly skilled Contractor Program Security Officer to join our team at International Staff Consulting. As a key member of our organization, you will be responsible for managing multiple programs and ensuring compliance with U.S. Government directives, regulations, and requirements.

Key Responsibilities:
  • Program Management: Assist in the development and approval of Program Protection (P2), OPSEC, security test, and transportation plans.
  • Security Administration: Conduct internal self-inspections, assist with staff assistance visits, and customer security assessments.
  • Security Briefings: Develop and conduct initial and refresher program security briefings, debriefings, and foreign travel briefings as required.
  • Security Procedures: Develop and maintain program Standard Operating Procedures (SOP).
  • Security Compliance: Ensure adherence to applicable laws, national, DoD, and other SAP security policies and requirements.
  • Classified Materials: Ensure all classified materials are marked and controlled in accordance with contractual requirements.
  • Security Classification: Interpret and implement security classification guidance.
  • Security Incidents: Investigate and document security violations/incidents and provide recommendations for corrective actions.
  • Security Records: Maintain classified material accountability records and personnel security records for SAP/SCI related programs.
  • Program Security: Manage all aspects of security for assigned programs.
  • Administrative Tasks: Perform and coordinate program security administrative tasks and duties.
  • Access Eligibility: Perform initial access eligibility determinations and create PARs and SCI nominations.
  • Visit Certifications: Process incoming and outgoing classified visit certifications.
  • Special Support: Provide special program security support to STR staff, including close coordination with Program Managers.
Qualifications:
  • Discretion and Judgment: Ability to exercise discretion and independent judgment while complying with policies, procedures, and applicable state and federal laws and regulations.
  • Policy Interpretation: Ability to interpret policy and to develop and implement security plans and procedures.
  • Communication: Ability to manage complex communication scenarios.
  • COMSEC Duties: Ability to perform COMSEC duties including Inventories, Trainings, Briefings, and Dispositions.
  • Reporting: Ability to prepare appropriate reports and documents using various office tools.
  • Travel: Ability to travel on company business (approximately 10%).
  • Clearance: Active Top Secret with SAP/SCI eligibility.
  • Training: Completed IAEC 2112 (NSA COMSEC Managers Course) or be required to complete within 6 months of assignment.
  • Communication Skills: Excellent oral and written communication skills.
  • COMSEC Knowledge: Have an understanding of COMSEC Devices such as: KG 175D, KY 99M, KIK-30 RASKL, Secure Terminal Equipment (STE), Secure Fax Machines, and VIPER Secure Telephones.
  • Program Management: Knowledge and experience in managing classified programs.
  • Security Standards: Knowledge of and demonstrated application of the U.S. Government security standards.
  • Contractor Operations: Knowledge of contractor operations, computer, physical, technical, and personnel security requirements.
  • DD254s: Working knowledge in the preparation and maintenance of prime and subcontract DD254s.
  • NISPOM: Working knowledge of the National Industrial Security Operating Manual (NISPOM), DoD Special Access Program Security Manuals, and other related security manuals.
