Key Responsibilities:
  • Oversee the coordination of legislative waivers and exceptions to standards as a primary function of the Physical Security Points (PSP).
  • Develop expertise in policies related to legislative mandates and inter-agency physical security protocols.
  • Conduct assessments of official facilities and residences, both domestically and internationally, identifying deficiencies and managing risks associated with physical security vulnerabilities.
  • Deliver in-person presentations or prepare written reports for senior Department officials and oversight entities.
  • Gain comprehensive knowledge of compliance levels regarding residential security standards and provide expert advice on countermeasures for Regional Security Officers (RSOs) stationed abroad.
  • Monitor annual budgets for residential security and ensure adherence to Department funding timelines.
  • Act as the primary contact for RSOs regarding the Department's Soft Target program, offering expertise on appropriate countermeasures for vulnerable locations, particularly schools attended by children of diplomatic personnel.
  • Facilitate funding requests related to soft targets in collaboration with relevant Office of Building Operations (OBO) elements.
  • Coordinate design evaluations of OBO projects to ensure compliance with Overseas Security Policy Board standards.
  • Perform additional duties as assigned.
Knowledge, Skills, and Abilities:
  • In-depth understanding of physical security principles and practices applicable to the planning, design, and construction of multi-use facilities worldwide.
  • Significant experience as part of a design and construction team focused on diplomatic facility projects, with a proven ability to manage multiple complex security initiatives.
  • Extensive knowledge of U.S. diplomatic facilities, ensuring compliance with security requirements.
  • Proficient in reading, writing, and comprehending technical documents at a collegiate level, with the ability to present solutions to physical security challenges.
  • Skilled in conducting thorough physical security evaluations and enforcing compliance.
  • Adept at collaborating with various levels of Department personnel and other agencies to foster cooperation in security program initiatives.
  • Familiar with the roles of foreign affairs and intelligence agencies, ensuring compliance with regulations governing the protection of diplomatic facilities and personnel.
  • Capable of diagnosing and resolving complex physical security issues related to building standards.
Minimum Education:
  • Bachelor's degree in a related field is preferred but not mandatory.
