Department: Police Department

The Role

Under the guidance of senior leadership, this management position, which does not require sworn status, is tasked with overseeing Parking Operations, Contracted Parking Services, Front Desk Operations of the Police Department, and personnel assigned to Parking, Traffic, and Patrol.

Key Responsibilities:
1. Ensure that Department services are delivered with outstanding customer service and uphold the highest ethical standards.

2. Conduct assessments, analyze, and interpret data related to parking initiatives. Provide recommendations based on survey outcomes and analytical studies.

3. Evaluate and propose solutions to issues related to parking.

4. Supervise the Police Department's Parking Bureau, Front Desk Operations, and Police Services Officers (PSO) assigned to parking and traffic, offering additional support to Patrol and Traffic.

5. Manage and draft service contract documents for the City's contracted parking operations.

6. Enforce parking regulations by issuing citations and coordinating vehicle impoundment.

7. Participate as a member of the Department's management team, contributing to problem-solving, decision-making, and strategic planning.

8. Enforce departmental rules, regulations, and general orders while serving as a liaison with other parking operations and management professionals, including Public Works and private contractors.

9. Inspect personnel and equipment, coordinating special investigations as necessary.

10. Prepare comprehensive reports and proposals for City Council consideration to assist the department.

11. Formulate and implement parking policies and procedures.

12. Train, supervise, and evaluate employees' performance, recommending appropriate personnel actions.

13. Represent the Police Department at community events and deliver presentations.

14. May be required to drive for City-related business.

15. Ensure that all duties are performed safely and efficiently.

16. Mentor support staff regarding parking enforcement, front desk operations, and field operations in support of traffic and patrol.

17. Perform other related duties as required.

Minimum Qualifications:

Experience:
Three years of recent supervisory experience in a law enforcement parking enforcement bureau.

Education/Training:
A Bachelor of Arts or Science Degree with major coursework in Public Safety, Public or Business Administration, or a related field.

Licenses/Certifications:
Valid Class C California driver's license.

Knowledge, Skills & Abilities:
Knowledge of:
Basic mathematics, spelling, grammar, and punctuation; California penal, vehicle, and related codes; principles of parking operations and management; development and management of parking programs; policies and procedures of the City of Glendale and Glendale Police Department; standard law enforcement operations.

Skills in:
Making accurate independent management judgments and decisions based on situations and established policies.

Ability to:
Provide exceptional customer service; model ethical conduct; act as a liaison to other Departments; evaluate and implement solutions to parking issues; communicate effectively in English; exercise good judgment; deal courteously with the public; train and supervise subordinates; maintain smooth working relationships; complete staff work and present at City Council meetings; foster teamwork; learn new information and improve technical and procedural areas; maintain confidentiality; make independent decisions; multitask in a fast-paced environment; organize and schedule workloads; provide effective leadership; operate complex computerized and mechanical equipment.
