Key Responsibilities

The Mobile Sensors program is responsible for the Operations and Maintenance (O&M) of a marine mobile platform that supports complex multi-mission radar and communication systems, featuring an advanced command & control computing framework along with communication interfaces and auxiliary support systems. The personnel assigned to this program, including union members, primarily operate within the Pacific Command's Area of Responsibility (AOR). Our program guarantees that the COBRA KING radar and communication systems are operational 24/7, ready to support mission operations at a moment's notice.

The Mobile Sensors Management Office (MSMO) is looking for a Principal Radar / RF Systems Engineer to guide the engineering team in executing daily program operations, including radar support for the USNS Howard O. Lorenzen and other related projects. This position will be based at the program office, fostering collaboration with key subcontractors, customer teams, and program support members, and will report directly to the Mobile Sensors Program Manager.

This role may involve travel to various locations, both domestic and international, with an estimated annual travel rate of 15%.

Qualifications

Essential Duties:

  • Direct all engineering initiatives that uphold the Technical Baseline.
  • Ensure alignment of technical roadmaps with client specifications.
  • Develop and sustain a succession plan for Lead Engineers, mentoring potential successors and junior engineers.
  • Oversee and evaluate all engineering program metrics, ensuring the application of Technical Performance as a measure of technical advancement and risk assessment.
  • Manage engineering Risks and Opportunities throughout the program, utilizing resources to mitigate significant risks and capitalize on opportunities.
  • Organize and lead Technical Interchange Meetings (TIM) and engineering symposiums to address program risks and recommend upgrades for hardware and software systems.
  • Supervise system sustainment and configuration change processes.
  • Ensure effective management of suppliers in accordance with subcontractor agreements, requirements specifications, and engineering protocols.
  • Formulate justifications for sole source suppliers, conduct technical evaluations of proposals, and assist in pricing analysis.
  • Identify and leverage synergies across programs and the organization.
  • Support configuration control initiatives and lead the Configuration Control Working Group (CCWG) process.
  • Provide timely and accurate status updates to the Program and/or Customer Team.
  • Understand and apply company policies and procedures, particularly regarding Naval communication equipment and leadership.
  • Assist in recruiting, interviewing, and onboarding qualified personnel to achieve program objectives.
  • Offer basis of estimate for engineering and support contract proposals.
  • Perform additional duties as assigned within the MSMO.

Required Qualifications:

  • Active Secret clearance or higher is mandatory.
  • Proficient knowledge across multiple engineering disciplines, with a strong emphasis on RF systems, hardware, and software development.
  • A minimum of 10 years of leadership and mentoring experience with demonstrable success.
  • Experience in team leadership, program staffing, Earned Value Management Systems (EVMS), risk management, subcontract management, and quality control processes.
  • Proactive approach to addressing system challenges and issues.
  • Exceptional communication, writing, and presentation skills.
  • Proven involvement in continuous process improvement initiatives.
  • Strong analytical and problem-solving capabilities.
  • Familiarity with the Department of Defense (DoD) development process.
  • Competent in using Microsoft Office tools.
  • Maintain up-to-date knowledge of company policies and procedures, particularly concerning Naval communication equipment and leadership.
  • Possess a current U.S. Passport with at least one year before expiration and three blank pages.
  • Willingness to be deployed onboard a naval vessel as a Radar Engineer, not exceeding 60 days at sea, when required.
  • Able to pass a mariner's physical exam as mandated by the Program Office.

Educational Background:

  • A degree in Science, Technology, Engineering, or Mathematics (STEM) is required, along with a minimum of 12 years of relevant experience; or, in the absence of a degree, 16 years of pertinent experience.
