Overview

The Community Operations Manager is accountable for overseeing the daily functions of a specific residential community or a collection of communities within a designated area. This role involves fostering a cohesive team with shared objectives and managing residential properties on behalf of clients through direct involvement or by guiding subordinate supervisors and staff. Key responsibilities encompass: budget management, safety protocols, financial oversight, marketing strategies, operational efficiency, human resources management, and optimizing the property's performance as a valuable real estate asset.

Core Responsibilities

The following duties are essential. Additional responsibilities may be assigned.

Operational Management
  • Conduct weekly inspections of each property, maintaining detailed records and ensuring necessary corrective actions are implemented.
  • Maintain a proactive approach to safety practices, ensuring the effectiveness of the Community Safety Program.
  • Facilitate monthly Safety Meetings with all staff members.
  • Collaborate with the Regional Property Manager regarding housing violations and resident concerns.
  • Ensure compliance with Fair Housing policies among all employees and contractors, with required notices displayed as per regulations.
  • Follow emergency protocols as outlined in company manuals, promptly notifying management and authorities of any emergencies.
  • Assess vacated units to determine necessary repairs and approve readiness for new residents.
  • Monitor inventory levels and coordinate supply needs with maintenance personnel.
  • Supervise contractor performance and report findings to the Regional Property Manager.
  • Ensure accurate completion and renewal of lease agreements.
  • Maintain cleanliness and organization of office spaces.
  • Ensure all equipment is functional and coordinate repairs or replacements as needed.
  • Keep common areas well-maintained and address safety hazards immediately.
  • Communicate policy changes to relevant employees as directed.
  • Report property or liability insurance claims within 24 hours to the appropriate parties.
  • Maintain organized procedure manuals for staff reference.
  • Assist with resident evictions in accordance with legal directives.
Human Resources Management
  • Recruit, train, and develop top talent in the industry.
  • Oversee all on-site personnel, providing leadership and motivation.
  • Coach and mentor staff to align with community goals.
  • Provide comprehensive orientation for new employees to ensure understanding of expectations and community values.
  • Facilitate ongoing training and performance reviews for staff.
  • Recommend promotions for high-performing employees and address performance issues as necessary.
  • Ensure compliance with the Employee Handbook among all staff.
  • Report workplace injuries to HR on the same day they occur.
  • Maintain an organized employee bulletin board with necessary postings.
Marketing and Sales
  • Oversee daily marketing and customer service initiatives to maximize occupancy.
  • Ensure availability of marketing materials and resources.
  • Keep vacant units in pristine condition for prospective residents.
  • Manage outreach programs effectively.
  • Regularly assess first impressions of the community and make improvements as needed.
  • Review shopping reports with leasing staff to enhance performance.
  • Analyze sales reports with the Regional Property Manager and suggest adjustments.
  • Ensure residents receive regular communication regarding referral programs.
  • Contribute to the development of the community's advertising strategy.
  • Analyze market data to inform pricing strategies.
Resident Relations
  • Implement active resident engagement initiatives.
  • Focus on resident retention strategies.
  • Ensure exceptional customer service is provided to all residents.
  • Supervise resident service operations.
  • Facilitate introductions between management and new residents.
  • Address resident concerns that require management intervention.
  • Respond promptly to resident complaints with effective solutions.
  • Promote a culture of customer service among staff.
  • Ensure staff maintain professional appearance and hygiene.
  • Follow up with residents post-maintenance to ensure satisfaction.
  • Communicate community updates through approved channels.
Financial Management
  • Ensure all purchases comply with company policies and vendor approvals.
  • Verify receipt of goods and services before processing payments.
  • Conduct daily bank deposits of received funds.
  • Secure and accurately account for petty cash.
  • Become proficient in all accounting procedures relevant to the role.
Supervisory Responsibilities

This position may involve managing several subordinate supervisors responsible for the community's staff. The Community Operations Manager will provide overall direction, coordination, and evaluation of these supervisors, as well as direct supervision of non-supervisory employees.

Responsibilities include, but are not limited to, interviewing, hiring, and training staff; planning and assigning work; evaluating performance; coaching and addressing employee concerns.

Qualifications

To excel in this role, candidates must demonstrate the ability to fulfill essential duties effectively. The qualifications listed below represent the necessary knowledge, skills, and abilities required for success.

Education and Experience

An Associate's degree or equivalent from a two-year college or technical school; or two to three years of relevant experience and/or training; or a combination of education and experience.

Certifications

IREM certification is highly desirable.

Technical Knowledge

Familiarity with federal, state, and local regulations regarding multi-family housing, Fair Housing, and employee safety is essential.

Language Skills

Ability to read, analyze, and interpret business documents, professional journals, and technical procedures.
