Job Title: Staff Personnel Program Analyst

This position provides hybrid telework opportunities, with employees required to work in-person at least two days per week.

Job Summary

The California State Payroll System (CSPS) Project within the Personnel Services Branch (PSB) is seeking a Staff Personnel Program Analyst to provide expert advice on leave programs, Civil Service Pay Scales, Pay Letters, and payroll. The ideal candidate will have experience researching, advising, writing, and revising CalHR policies based on laws, rules, and memorandum of understanding.

Key Responsibilities
  • Provide consultation and advice to departments and the CSPS team regarding PSB functions in areas including pay scales/pay letter redesign, program changes, policy changes, and policy recommendations.
  • Assist in the pay scales/pay letter redesign, program changes, policy changes, and policy recommendations.
  • Process flow documentation and potential redesign recommendations for PMD/PSB's interactions with the State Controller's Office (SCO) related to PSB functions.
  • Eligible for a pay differential that is 5% of the monthly base pay rate.
Requirements
  • Must submit a Statement of Qualifications (SOQ).

  • Include specific examples of education, training, and/or experience.
  • Limit the SOQ to three (3) pages, single-spaced, twelve-point Arial font.
