Job Title: Associate Personnel Analyst

This is an exciting opportunity to join the Department of Health Care Services as an Associate Personnel Analyst. In this role, you will be responsible for performing complex personnel services, including classification, recruitment, and benefits administration.

About the Role:

Under the general supervision of the Staff Services Manager I, you will independently perform the more responsible and complex Performance and Classification Section services for one or more departmental divisions. You will utilize personnel methodologies for managing employees within the three-phased system of discipline and apply classification principles utilizing the state Merit-based hiring process when evaluating positions and organizational proposals.

Responsibilities:
  • Research and provide resolutions/recommendations per State Personnel Board (SPB) and Department of Human Resources (CalHR) laws, rules, and regulations.
  • Provide guidance, consultation, and recommendations to management and employees on personnel-related matters.
  • Develop and implement personnel policies and procedures to ensure compliance with state and federal regulations.
  • Collaborate with other departments to ensure effective personnel services and support.
Requirements:

To be successful in this role, you will need to have a strong understanding of personnel laws, rules, and regulations, as well as excellent communication and analytical skills. You will also need to be able to work independently and as part of a team to achieve departmental goals and objectives.
