Job Summary:

We are seeking a highly skilled and experienced Human Resources Director to join our team at the Oregon Parks and Recreation Department. As a key member of our Executive Leadership Team, you will be responsible for providing strategic leadership and direction to our Human Resources section, ensuring that we have the talent and resources needed to achieve our mission.

Key Responsibilities:
  • Lead and develop a high-performing Human Resources team to meet the current and future needs of OPRD.
  • Provide expert advice and guidance to Department managers and employees on HR-related matters, including collective bargaining agreements, policies, and procedures.
  • Collaborate with internal and external stakeholders to achieve business objectives and promote a positive work environment.
  • Develop and implement strategies to attract, retain, and develop top talent, ensuring that we have the skills and expertise needed to deliver exceptional service to our customers.
  • Oversee the negotiation of collective bargaining agreements and develop Department position papers.
  • Build and maintain relationships with key stakeholders, including union representatives, managers, and employees.
  • Stay up-to-date with changing laws, regulations, and best practices in HR, ensuring that our policies and procedures are compliant and effective.
Requirements:
  • Seven years of supervision, management, or progressively related experience.
  • OR four years of related experience and a bachelor's degree in a related field.

  • Comprehensive expertise working in Human Resources within Oregon state government, including managing HR teams, supporting managers, and working in a unionized environment.
  • Exceptional communication and interpersonal skills, with the ability to build strong relationships with diverse stakeholders.
  • Strong analytical and problem-solving skills, with the ability to think critically and strategically.
  • Ability to work in a fast-paced environment, prioritizing multiple tasks and deadlines.
