DEPARTMENT OVERVIEW:

The citizenship initiative is part of the Immigrant Integration Department. Its Director co-supervises the Virginia Immigrant Integration Manager, alongside the CASA Virginia State Director. The Immigrant Integration Department manages CASA's citizenship efforts across Maryland, Pennsylvania, and Virginia, assisting over 1,300 individuals each year in preparing their N-400 applications, accessing comprehensive services, and achieving U.S. citizenship.

This role will be based in Woodbridge, Virginia. The CASA Virginia State Director, who oversees the Virginia Immigrant Integration Manager, will hold regular meetings with CASA's Director of Immigrant Integration regarding program performance and will support the VA Immigrant Integration Manager in supervising this position.

ROLE SUMMARY:

The Outreach Specialist for Citizenship Corps is tasked with conducting outreach to identify Lawful Permanent Residents (LPRs), assessing their eligibility to apply, evaluating their related service needs for a successful application process, and referring them to specific service providers as necessary. Utilizing a no-code software application developed by CASA, they will gather contact information, perform an initial eligibility screening, and identify needs for ESOL classes, citizenship classes, legal assistance, and/or affordability services. After identifying eligible LPRs and completing the screening and assessment, the specialist will follow established procedures for corresponding referrals. To identify LPRs, Outreach Specialists will engage in field outreach and participate in community events where potential LPRs are present in their everyday lives, including but not limited to school meetings, church gatherings, ethnic/national festivals, and community fairs.

KEY RESPONSIBILITIES:

Responsibilities may include, but are not limited to:
  • Identify outreach opportunities such as PTA meetings, ethnic festivals, and collaborations with ethnic supermarkets and restaurants. Contact event managers and coordinate attendance for outreach efforts.
  • Conduct door-to-door and site-based outreach utilizing digital technology in the field.
  • Perform data entry tasks.
  • Attend events to engage with LPRs, maintaining a log that includes event details, contact persons, and a list of interviewed LPRs, among other relevant information.
  • Conduct individualized citizenship eligibility screenings and needs assessments.
  • Ensure effective data collection and monitoring using the no-code tool developed by CASA and CASA's Salesforce database to generate reports for program evaluation and stakeholder sharing.
  • Participate in CASA citizenship clinics to assist identified LPRs in obtaining necessary services.
  • Develop volunteer opportunities and recruit and train volunteers.
  • Support the Program Manager in maintaining and developing partnerships with key stakeholders.
  • Attend all required training sessions offered by CASA and partners, as assigned by the Program Manager.
  • Perform other job-related duties related to outreach to LPRs as assigned.
EDUCATION/CERTIFICATIONS, KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
  • Bachelor's Degree preferred.
  • Comprehensive knowledge of the citizenship process.
  • Ability to work flexible hours, including evenings and weekends, to attend community events.
  • Bilingual in English/Spanish or English/French, to effectively engage in community events.
  • Strong listening skills to capture relevant details during conversations with community members.
  • Detail-oriented to ensure accurate data entry in databases.
  • Ability to manage a database and high comfort level with computer programs, including Microsoft Word and Excel, with a willingness to learn additional necessary software.
  • Deep commitment to social change and to strengthening CASA as a membership organization where members hold decision-making authority.
  • Strong interpersonal communication, problem-solving, and adaptability skills.
  • Ability to work independently and collaboratively as part of a team.
  • Demonstrated success and passion for working with families from diverse backgrounds, particularly the immigrant population with limited formal education.
  • Must possess reliable transportation and a valid U.S. driver's license, as tasks require regular attendance at events throughout Northern Virginia.
  • Preferred experience in community outreach and/or field canvassing, particularly with immigrant or Black, Indigenous working-class families.
