Senior Cyber Program Manager

POSITION: Senior Cyber Program Manager
REQUIRED CLEARANCE: TS/SCI with CI POLY


JOB OVERVIEW:
The Kenjya-Trusant Group is in search of a Senior Cyber Program Manager to deliver expert support to USCYBERCOM. This role involves leveraging extensive knowledge in cyber acquisition and program management to enhance the performance of various command-wide initiatives. Our contributions are pivotal in advancing the USCYBERCOM mission, which aims to unify cyberspace operations, strengthen Department of Defense (DoD) capabilities, and enhance cyber expertise.


KEY RESPONSIBILITIES:

  • Develop and maintain comprehensive schedules for JCWA and JIO using advanced Program Management tools.
  • Establish standardized procedures for monitoring and reporting on program statuses, acquisition strategies, and project progress across multiple portfolios.
  • Facilitate milestone coordination and interdependencies among various projects and functional areas.
  • Prepare and deliver presentations to support program status reviews, aiding USCYBERCOM in strategic decision-making.
  • Assist in integrating capabilities into actionable plans and developing Standard Operating Procedures for the Division.
  • Conduct assessments of current and future operational cyberspace needs across combatant commands.
  • Collaborate with commercial vendors, DoD, and other government entities to promote research, development, and knowledge sharing.
  • Perform Functional Needs Assessments and analyses of operational plans to evaluate the effectiveness of service components.
  • Contribute to the Integrated Priority List and manage capability requests, ensuring timely delivery of necessary documentation.
  • Analyze funding requirements and execution history to provide clear insights into impacts and alternatives.
  • Utilize advanced analytics to assess data related to budget, finance, and processes, identifying areas for improvement.
  • Manage records and knowledge for USCYBERCOM's cyber capabilities, including drafting essential program documentation.
  • Support the management of USCYBERCOM's cyber capabilities portfolio, providing analysis and advocacy for ongoing development.

QUALIFICATIONS:

  • Active TS/SCI with CI Poly required.
  • Proven ability to provide technical guidance and support to project teams.
  • Exceptional communication skills.
  • Strong organizational skills with the ability to manage multiple priorities.
  • Experience collaborating effectively within and across teams.
  • Familiarity with technical professionals and subject matter experts.
  • Excellent coordination and facilitation abilities.
  • Proficient in Project Management software, including MS Project.
  • Expertise in master scheduling.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in a relevant discipline.
  • Active Project Management Institute (PMI) Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
  • A minimum of 10 years of experience in managing complex project portfolios in environments similar to USCYBERCOM.

PREFERRED QUALIFICATIONS:

  • Master's degree in a relevant field.
  • Experience in complex cyberspace operations or multi-stakeholder environments.
