Senior Cybersecurity Portfolio Manager POSITION: Senior Cybersecurity Portfolio Manager
REQUIRED CLEARANCE: TS/SCI with CI POLY

JOB OVERVIEW:

The Kenjya-Trusant Group is in search of a Senior Cybersecurity Portfolio Manager to deliver specialized support to USCYBERCOM. This role encompasses the application of cyber acquisition and program management proficiency, aimed at enhancing the performance of comprehensive command programs and operations. Our contributions are vital to USCYBERCOM's mission of streamlining cyberspace operations, fortifying DoD's cyber capabilities, and integrating advanced cyber expertise.

The Senior Cybersecurity Portfolio Manager is responsible for constructing and overseeing both JCWA master schedules and JIO internal timelines utilizing Program Management Scheduling tools. Key responsibilities include:
  • Establishing standardized methods for monitoring and reporting on programs, acquisition strategies, and project statuses across various portfolios.
  • Coordinating milestone crosswalks and interdependencies among diverse projects and functional areas.
  • Preparing and delivering presentations to facilitate program, initiative, and portfolio status reviews, aiding USCYBERCOM in program decision-making.
  • Supporting the integration of capabilities into courses of action (COA), assisting in the formulation of Division Standard Operating Procedures, and advocating for the Services to effectively organize, train, and equip forces to achieve desired outcomes.
  • Identifying, assessing, and advocating for current and future operational cyberspace requirements across combatant commands.
  • Collaborating with commercial vendors, DoD, and other U.S. Government partners to promote capabilities research, development, technical assurance, and knowledge sharing.
  • Conducting Functional Needs Assessments (FNA) and Functional Area Analyses (FAA) of Concept Plans (CONPLAN) and Operational Plans (OPLAN) to evaluate the adequacy of Service components and supporting agencies in delivering cyberspace effects.
  • Contributing to the Integrated Priority List (IPL) and Issue Paper process, including the development, consolidation, and management of capability requests, briefing materials, spreadsheets, memos, and other documentation within established timelines for review and analysis.
  • Analyzing cyber capability funding requirements alongside execution history to create concise descriptions of impacts and alternatives.
  • Utilizing advanced business analytics to scrutinize data related to budget, finance, schedule, capabilities, and processes, identifying inefficiencies and proposing solutions for improvement.
  • Managing records and knowledge for USCYBERCOM's cyber capability and portfolio management activities, including drafting program plans and documentation.
  • Assisting in the oversight of USCYBERCOM's cyber capabilities portfolio management efforts, providing analysis, research, and advocacy support for the enhancement of cyber capability and portfolio management activities.
QUALIFICATIONS:
  • Active TS/SCI w/ CI Poly required.
  • Ability to provide expert advice and technical guidance to program and project teams.
  • Exceptional communication skills.
  • Proficient in managing multiple competing tasks.
  • Strong collaborative skills, working effectively within and across teams.
  • Experience collaborating with technical professionals and subject matter experts.
  • Excellent meeting coordination and facilitation abilities.
  • Familiarity with Project Management software.
  • Proficient in using MS Project.
  • Expertise in master scheduling.
INDIVIDUAL CAPABILITIES/EXPERIENCE REQUIRED:
  • Bachelor's degree in a relevant discipline.
  • Active Project Management Institute (PMI) Project Management Professional (PMP) certification or PMI Program Management Professional (PgMP).
  • Minimum of 10 years of experience in developing, implementing, and managing a portfolio of projects within a complex organizational environment similar to USCYBERCOM.
Preferred Qualifications:
  • Master's degree in a relevant field.
  • Experience in complex cyberspace operations and/or multi-stakeholder environments.
