Seeking Information Systems Security Leaders

Cyber assets are increasingly vulnerable to a wide array of threats that are becoming more sophisticated and rapid.

At Northrop Grumman, we adopt a comprehensive approach to cybersecurity, examining the entire cyber landscape encompassing people, processes, and technology, as well as the full spectrum of security encompassing offense, defense, and exploitation. This level of thought leadership is essential.

The Classified Solutions team is in search of a first-level (Level 1) Cybersecurity Manager to oversee a small group of Information Systems Security Professionals (ISSOs/ISSMs). A diverse background in classified information systems security is essential.

The Cybersecurity Manager will lead a compact team of specialists responsible for evaluating systems and networks within the networking environment or enclave, identifying deviations from acceptable configurations, enclave policies, or local regulations. This will be accomplished through both passive evaluations, such as compliance audits, and active assessments like vulnerability evaluations.

This role will assist team members in establishing stringent program control processes to ensure risk mitigation and support the certification and accreditation of systems, including:
  • Supporting processes, analysis, coordination, security certification testing, security documentation, investigations, software research, hardware introductions, emerging technology research inspections, and periodic audits.
  • Aiding in the implementation of necessary government policies (i.e., DAAPM, JSIG, ICDs), making recommendations on process tailoring, and participating in and documenting process activities.
  • Conducting analyses to validate established security requirements and recommend additional security measures and safeguards.
  • Supporting the formal Security Test and Evaluation (ST&E) mandated by each government accrediting authority through pre-test preparations, participation in tests, analysis of results, and preparation of required reports.
  • Documenting the outcomes of Assessments and Accreditation activities, technical or coordination activities, and preparing the Body of Evidence (BoE), including updating the Plan of Actions and Milestones (POA&M) as necessary.
  • Periodically reviewing each system's audits and monitoring corrective actions until all actions are resolved.
  • Ensuring management/coordination with classified programs on the design, testing, and implementation of advanced secure operating systems, networks, database products, firewalls, and network architectures to comply with government classified Cyber Information Assurance requirements.
  • Ensuring environments remain compliant and that all associated systems/networks achieve and maintain formal accreditation authorizations from government entities.

  • Acting as the Manager and supervising a team of Classified Solutions Information System Security Officers (ISSO).
  • Promoting an environment conducive to individual development, teamwork, effective performance management, open communication, financial management, and resource utilization.
  • Establishing strict program control processes to ensure risk mitigation and support formal Assessment & Authorization of systems.
  • Assisting in the implementation of necessary government policies (i.e., DAAPM, JSIG, ICD-503), which may involve project management.
  • Ensuring the team adheres to Northrop Grumman and Cyber ISS organizational policies and procedures, ensuring all information is accurate and complete in support of those policies and procedures.
  • Supporting the formal Security Assessment process required by the company or government clients.
  • Effectively communicating with program management teams, the Enterprise Services Program Management Office Team, the Information Technology Organization, and Industrial Security.
  • Assisting in the recruitment and selection process of new personnel.

Basic Qualifications:
  • A Master's degree with 3 years of Information Systems Security experience; OR a Bachelor's degree with 5 years of Information Systems Security experience is required.
  • Must possess a DoD 8570 IAM level III (or higher) security certification (examples: CISM, GSLC, CCISO, or CISSP).
  • Candidates must hold a current DOD Top Secret security clearance (at a minimum), including a closed investigation date completed within the last 6 years OR must be enrolled in the DOD Continuous Evaluation Program (CEP) to be considered.
Preferred Qualifications:
  • The ideal candidate will have a Master's Degree in Cyber Security, Information Security, or a related STEM discipline, along with 4 years of ISSO/ISSM experience with RMF.
  • Previous experience supporting a SIPRNet environment is highly desired.
  • Prior leadership or management experience is highly desirable.
  • A diverse background in classified information systems security/information assurance is preferred.
  • Excellent written and verbal communication skills are essential.
  • Prior experience interacting with customer and program leadership is beneficial.
  • Familiarity with ACAS, NESSUS, SPLUNK, SCAP, POA&Ms, NIST, DIACAP, NISPOM, system audits, vulnerability scanning, and RMF package development is preferred.
