Our objective is to transform the city's neglected and vacant properties into valuable assets. We implement various sales initiatives to facilitate homeownership and land acquisitions for residents. Additionally, we enhance our commitment to revitalization through our Compliance and Nuisance Abatement programs, which mandate renovation and occupancy to uplift neighborhoods, eliminate blight, and counteract real estate speculation. The Detroit Land Bank Authority collaborates directly with individual buyers, community partner organizations, and developers on projects of all sizes.

We are looking for an enthusiastic individual dedicated to community enhancement and development to aid in our mission of improving the quality of life in our diverse community.

The Community Land Reuse Programs Project Manager II will manage the daily functions of the Create-a-Project Program and the Neighborhood Lot Endorsement Program. This role will also collaborate closely with the Land Reuse Manager to develop new community-oriented programs and engagement initiatives. The Project Manager II will leverage project management skills to address and process applications while advancing new projects and pilot programs for Land Reuse. The individual will partner with departmental leadership to prepare properties for broader initiatives.

KEY RESPONSIBILITIES

  • Evaluate and process applications for the Create-a-Project and Neighborhood Lot Endorser programs.
  • Maintain regular and effective communication with local block clubs, community organizations, and residents.
  • Assist in assessing and measuring the success of programs/projects, identifying areas for enhancement, and providing recommendations.
  • Coordinate and monitor temporary licensing agreements with city departments and other stakeholders.
  • Develop processes for both new and existing Land Reuse Programs.
  • Support the preparation of vacant lots for sale, including clearing delinquent taxes, demolition liens, securing necessary approvals, and coordinating with city planning partners.
  • Keep comprehensive documentation related to program activities.
  • Create and manage written communications tailored to various audiences.
  • Collaborate with other DLBA departments, City of Detroit departments, residents, and external partners for effective program management.
  • Track the progress of properties being prepared for sale, identifying and resolving issues in collaboration with the Inventory Manager and departmental leadership.
  • Assess numerous properties for listing potential based on various factors.
  • Translate overarching guidelines into actionable steps for individual properties.
  • Prepare internal and external reports regarding property and pipeline statuses.
  • Accurately maintain and update extensive data related to the DLBA's property inventory and sales pipelines.
  • Perform additional duties as assigned by the Manager.

QUALIFICATIONS (Knowledge, Skills, Abilities)

  • Comprehensive understanding of Detroit communities and appreciation for diverse cultures and lifestyles.
  • Bachelor's degree in urban planning, community development, public administration, business administration, or a related field; a Master's Degree is strongly preferred.
  • A minimum of four years of experience in urban planning, community and economic development, real estate, project management, public administration, or related fields.
  • Experience in real estate and/or familiarity with zoning regulations is advantageous.
  • Exceptional ability to manage multiple tasks, prioritize projects, and work under tight deadlines.
  • Strong attention to detail while managing high volumes of work.
  • Excellent verbal and written communication and presentation skills.
  • Ability to comprehend and execute the terms of contractual agreements.
  • Skilled in maintaining records and preparing reports and correspondence related to work.
  • A self-motivated individual capable of managing multiple projects simultaneously.
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Access, Outlook); experience with CANVA is highly preferred.
  • Familiarity with Salesforce software is a plus.
  • Possession of a valid Michigan driver's license is required.
  • Ability to travel to various sites throughout Detroit using a personal vehicle.
