Summary

The Land Development Project Manager, reporting to the Senior Vice President, Land Development, will be responsible for managing and leading infrastructure and horizontal improvement projects that will support urban mixed-use, master planned districts. The Project Manager will work across a portfolio of district projects to manage the internal and external resources required to deliver the construction of infrastructure improvements . Ultimately, the Project Manager's duties are to organize and manage all aspects of the construction projects to ensure projects are completed on time, within budget and deliver economic value, social benefits, and sustainability outcomes. This requires relevant land development experience (permitting, civil engineering and design, budgeting, construction management, environmental remediation, contract negotiation, etc.).

Responsibilities:

Project Management

  • Contribute to the development of strategy, planning and execution of projects related to initiatives and programs assigned by Senior Vice President and/or other team leaders
  • Facilitate a collaborative working environment with project teams, including internal team members and necessary consultants
  • Lead efforts to secure the necessary permits for construction
  • Manage the day-to-day responsibilities as the project's responsible individual on multiple active land development projects
  • Keep team leaders and stakeholders informed of progress and changes through written or verbal communication
  • Develop and manage project documentation, inclusive of project budgets, schedules, charters, agreements, and consultant deliverables
  • Establish detailed schedules and budgets of activities, milestones, and deliverables of the project team, and identify resources available
  • Identify resources needed and work with team leader to hire necessary consultants and contractors and assign work
  • Coordinate and align work assignments across project team members
  • Understand, propose, and work within land development project budgets and cashflows
  • Perform risk analyses for cost, schedule, operations, and design project aspects and identify possible risk mitigation strategies

Land Development

  • Manage the design, permitting and delivery of infrastructure and horizontal improvement projects, including energy, transportation, water, waste, and digital communication systems, that are developed in coordination with internal and external stakeholders
  • Work with a multi-disciplinary team, including planners, engineers, surveyors, landscape architects, environmental consultants, and land use attorneys, in the design and delivery of site grading, waterfront improvements, civil utilities, roadway systems, transit facilities, and public parks
  • Manage project close-out process for completed work, including commissioning, inspection, progressive bond exoneration, reimbursement for public facilities, permit close-out, and acceptance and/or conveyance
  • Closely collaborate with the Environmental Manager to implement environmental remediation and mitigation measures for the project
  • Manage the mapping and subdivision process for the creation of new public right-of-ways, public and private easements, development parcels and open space parcels
  • Understand, track, and make team leaders aware of mitigation measures and regulatory policies that may impact the delivery of infrastructure and horizontal improvements
  • Participate in meetings with necessary public and private entities to facilitate resolution of infrastructure design and implementation issues
  • Manage approvals for development and construction of infrastructure including, contractual approvals, construction permits and other required approvals
  • Assist with preparation of regulatory submissions and applications to support implementation of the solutions
  • Understand key indicators in the local market (utility rates, regulatory models, construction cost) and keep abreast of upcoming end user and regulatory requirements
  • Other duties as assigned

Requirements:

  • Bachelor's degree in an engineering or construction related field– preferably a degree in civil engineering, environmental engineering, or construction management
  • Minimum 5 years development management experience in land development in high density urban mixed-use development, inclusive of design, permitting and construction of infrastructure and horizontal improvements

Qualifications:

  • Experience in project coordination or management activities in a fast-paced environment
  • Proven ability to assess risks and identify solutions while being flexible in changing environments
  • Excellent listening, communications, interpersonal and documentation skills
  • Organizational skills and high attention to detail
  • Ability to navigate complex and highly public projects with many stakeholders
  • Proficiency in Microsoft applications including Outlook, Project, Excel, and Word
