Job Summary

The Smithsonian Institution is seeking a highly skilled Human Resource Liaison to join its team. As a key member of the National Museum of the American Latino, you will play a crucial role in providing exceptional support to employees and management on staffing and recruitment services.

Key Responsibilities
  • Develop, implement, and manage personnel and HR-related functions for the National Museum of the American Latino.
  • Initiate and review requests for personnel actions and assist departments in preparing their requests for personnel actions.
  • Prepare position descriptions in accordance with published OPM standards and guidelines and with SI instructions for both federal and non-federal positions.
  • Manage and take action concerning personnel recordkeeping, awards, training, performance appraisals, personnel actions processing, personnel records and data, promotions, and peer review processes.
  • Analyze various sources of information (e.g., budget, hiring restrictions, workload) and provide advice on appropriate staffing options, guidelines, and procedures for conducting administrative support functions and program operations.
  • Act as liaison to SI's Office Human Resources (OHR) regarding classification, staffing, recruitment, and appointment, human resource development (HRD), and pay administration.
  • Manage Human Resources Management System (HRMS), Employee Performance Management System (EPMS), WebTA, and Monster.
Requirements
  • Pass Pre-employment Background Investigation.
  • May need to complete a Probationary Period.
  • Maintain a Bank Account for Direct Deposit/Electronic Transfer.
  • Males born after 12/31/59 must be registered with Selective Service.
Qualifications

You qualify for this position if you have one year of specialized experience equivalent to at least the GS-09 level in the Federal Service. For this position, specialized experience is defined as providing assistance to employees and management on staffing and recruitment services, preparing and initiating requests for personnel actions, reviewing position descriptions to ensure they meet classification standards, managing personnel and human resource procedures, and assisting in administering guidance on human resources functional areas.

There is no Basic Education Requirements for this position.

This position is not included in the bargaining unit. Current or Former Political Appointees: Beginning January 1, 2010, agencies must seek prior approval from OPM before they can appoint a current or recent political appointee to a competitive or non-political excepted service position at any level under the provisions of title 5, United States Code.
