Lead Project Manager for Federal Initiatives

Stantec Consulting International Ltd. is in search of a seasoned Lead Project Manager to oversee an expanding portfolio of federal and Department of Defense (DoD) asset management projects. This role is pivotal in enhancing our asset management capabilities and can be performed remotely with occasional travel to client locations.

Your Key Responsibilities:
• Conduct comprehensive facility surveys, assessments, and audits primarily supporting significant Department of Defense program initiatives.
• Direct and coordinate team members, including employees and sub-consultants, throughout all levels of contract administration.
• Collaborate with clients to establish project plans and timelines.
• Supervise multiple employees and subcontractors involved in project execution.
• Uphold supervisory responsibilities in alignment with company policies and relevant regulations.
• Mentor and lead staff and project teams to foster professional growth.
• Develop and prepare construction documents, plans, and detailed specifications; execute revisions as necessary.
• Evaluate and integrate engineering systems while implementing code, accessibility, and zoning analyses.
• Conduct field observations to monitor construction progress.
• Engage in facility planning, auditing, and inspecting large-scale industrial, governmental, and military facilities.
• Perform energy studies, audits, and rate/metering surveys.
• Inspect complete facility systems of extensive building complexes, including mechanical, electrical, structural, and architectural components.
• Prepare cost estimates and detailed project descriptions.
• Compose comprehensive facility and condition assessment reports.
• Develop and draft thorough facility audit and management plans.
• Prepare proposals and estimates for consulting services.
• Present proposals to prospective clients and negotiate final fees.
• Draft subcontract statements of work and negotiate terms.
• Create presentations summarizing final reports or other deliverables for client review.

Qualifications:
• Ability to exercise professional discretion and sound judgment.
• Proven track record of client satisfaction.
• Strong commitment to Quality Assurance/Quality Control (QA/QC).
• Excellent communication skills, both written and verbal, with clients, colleagues, and staff.
• Proficient in managing multiple concurrent projects and setting priorities.
• Ability to maintain organization in a dynamic environment.
• Demonstrated initiative, responsibility, flexibility, and leadership.
• In-depth knowledge of contract administration and office procedures.
• Extensive working knowledge of procedures necessary for completing contract documents to secure permits.
• Familiarity with sub-consultant work to enhance efficiency and meet deadlines.
• Ability to read, analyze, and interpret scientific and technical journals, financial reports, construction drawings, and legal documents.
• Expertise in business development for federal clients, particularly within the DoD sector.
• Exceptional technical writing and oral communication skills.
• Superior leadership and management capabilities.
• Knowledge of building codes and construction standards.
• Proficient in MS Office applications, particularly Word, Excel, and Project.
• Valid driver's license required.
• Drug screening is a prerequisite for this position.
• Willingness to travel domestically and internationally.
• Ability to obtain a security clearance.
• Capacity to work independently and remotely.

Education and Experience:
• Minimum of 10 years of experience in Architecture, Planning, or Engineering Consulting.
• PE registration or Architect license is highly preferred.
• Experience with DoD planning and budget/contracting procedures is essential.
• Project Management Professional certification is desired.
