Overview:


The Senior Vice President of Project Oversight is a driven individual with a strong commitment to executing capital initiatives, primarily tasked with steering the program oversight and project management teams.

This role encompasses the supervision and coordination of various programs within the Project Management division.

In this pivotal position, the individual will navigate complex challenges related to capital planning, funding, design and engineering, as well as construction phases.


The Senior Vice President of Project Oversight will assign programs to subordinate management personnel, oversee their performance, and offer guidance in specialized domains.

Moreover, the candidate must possess the capability to liaise with multiple internal and external stakeholders in a dynamic environment and provide direction that facilitates decision-making.

Strong communication skills are essential for this role, as the individual must influence others to achieve organizational goals.

The Senior Vice President of Project Oversight should be proactive, initiative-driven, responsive, and attuned to the needs of projects, clients, and team members.

This individual must also be collaborative, client-oriented, and exhibit a robust work ethic with a focus on safety. This position requires an understanding of local market dynamics, personnel requirements, and industry trends.

In addition to leading a team of professionals, this role will involve active participation in professional associations and community organizations as Pape-Dawson Engineers continues to foster partnerships within the communities served.

Responsibilities:


Direct and manage the Program Oversight team, including tracking progress on programs and providing feedback or redirection to improve the achievement of delivery timelines, productivity targets, budgets, and quality standards.

Assess team member performance to ensure high-quality and efficient utilization of resources.

Monitor and maintain staffing levels, assignments, and workloads to meet project demands while achieving objectives.


Evaluate project scope, budget, and timeline for engineering and construction proposals to ensure compliance with client expectations, best practices, and program management standards.

Overall accountability for the program oversight team's financial performance, service delivery, quality, and client satisfaction.


Regularly facilitate discussions to resolve high-risk or complex issues with significant implications for scope, schedule, or finances.

Simplify intricate topics for non-technical audiences and prepare concise summaries for executives and stakeholders.

Engage with senior government officials and executive-level clients on critical project matters.

Provide leadership to inspire and motivate a diverse team.

Foster a client-centric culture within the team.

Address challenges by swiftly identifying and resolving issues related to staffing, quality, service delivery, and financial performance of the team.


Collaborate with business development personnel, senior managers, project leads, and team members to formulate business strategies and client management initiatives.

Identify and cultivate innovative avenues for business expansion.

Prepare responses to RFQs, proposals, and agreements with subconsultants and clients.

Develop scope, schedule, and budget for program management proposals.

Recruit, mentor, and develop program management and project oversight staff, emphasizing professional growth and skill enhancement.

Advance and refine tools and workflows to boost efficiency in design, specification development, and project execution.

Establish and maintain professional relationships with clients, public agency representatives, and community leaders.

Actively engage in professional associations and civic organizations within the community.

Perform additional duties as assigned.


Qualifications:
Bachelor's degree in Civil Engineering, Construction Management, or a related field from an accredited institution

Registered Professional Engineer, PMP, PgM, or equivalent certification

20 years of relevant professional experience, with a minimum of 15 years in direct program oversight and 10 years in managing professional teams


Proven ability to manage assignments as a Program Manager for projects exceeding $100 million in value, preferably related to municipal infrastructure such as water, wastewater, and transportation.

Exceptional written and verbal communication skills, along with strong organizational abilities.

Occasional travel to branch offices and program sites may be necessary.

Highly proficient in Microsoft Office Suite.

Preferred

Qualifications:
A Master's degree in Civil Engineering or a related engineering discipline

Experience with program management governance and various organizational models

Prior experience navigating local, state, and federal permitting processes and requirements

Experience collaborating with stakeholders, regulators, and community members
