Job Overview:

The Program Manager is responsible for overseeing and ensuring the success of divisional programs or a series of related projects, aiming to fulfill business objectives throughout the program lifecycle. This role acts as the advocate for the customer, ensuring that program management processes, timelines, costs, resources, risks, and commitments are effectively managed and met.

Key Responsibilities:

  • Oversee a program or a combination of programs with significant scope and complexity.
  • Engage regularly with customers and division team leaders.
  • Report to division staff or a business team leader.
  • Develop program charters, baseline plans, and other management components to meet customer requirements while aligning with company interests.
  • Evaluate resource needs and conduct risk analyses to ensure accurate cost basis and pricing.
  • Manage integrated program schedules, data integration, financial tracking, and quality performance, implementing corrective actions as necessary.
  • Address critical issues on complex programs and guide the team in formulating action plans for performance enhancement.
  • Lead the creation of program plans for both mature and new product development initiatives.
  • Direct all phases of programs throughout their lifecycle, ensuring effective program planning.
  • Act as the primary liaison for the program's customer, managing contract changes related to scope.
  • Organize and lead programs by identifying required expertise and providing performance feedback to team members.
  • Manage plans, budgets, staffing, training, and development of direct reports.
  • Oversee task planning, including resource requirements and effort estimates.
  • Communicate overall priorities and changing program requirements to functional areas.
  • May manage or specify subcontracted work.
  • Foster strong customer relationships by addressing all inquiries and serving as the main point of contact for program activities.
  • Facilitate major program reviews, ensuring that meeting actions are documented and communicated.
  • Consult with management on specific programs or overall program management.
  • Establish goals and objectives necessary for program completion.
  • Provide mentorship in program management and leadership to diverse project teams.
  • Maintain professional knowledge by attending workshops, reviewing publications, and participating in professional associations.
  • Act as the voice of the customer to ensure that schedule, cost, risk, project change management, and commitments are fulfilled.

Education and Experience:

  • Bachelor's degree in Engineering, Sciences, Business, or a related field; prior program or significant project management experience is required.
  • PMP certification is mandatory, typically within 6 months of assignment.
  • Advanced degree (MS/MBA) and additional certifications (e.g., PgMP, PMI-RMP) are preferred.
  • Experience with MSP Project is essential.
  • Aerospace experience is advantageous.
  • 10+ years of relevant experience.
  • 4+ years of leading multiple projects/programs of varying complexity and direct leadership of teams.
  • Must be a US Citizen.
  • Experience in new product development based on customer requirements is necessary.
  • Prior cross-functional and business experience is preferred.

Skills and Knowledge:

  • Expertise in program management processes, methodologies, and architecture.
  • Ability to demonstrate business acumen and lead multiple projects and cross-functional teams.
  • Thorough understanding of industry practices and marketplace dynamics related to fielded products or services.
  • Specialized knowledge of aerospace commercial or military contracting and procurement requirements.
  • Proficient in business applications software and specialized project management and financial applications.
  • Skilled in analyzing and interpreting complex policies, contractual language, and financial reports.
  • Adept at negotiating with customers, regulatory agencies, or business community members.
  • Effective communicator, capable of presenting program information to various management levels, customers, and suppliers.
