JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Procurement Specialist offers procurement assistance to the University of Tennessee's staff, faculty, and students, aligning with the institution's mission. This role executes binding purchasing commitments for various departments and acts as the campus authority for designated commodities and services.

DUTIES AND RESPONSIBILITIES:

  1. Evaluates purchase requisitions and independently identifies the suitable procurement method, including sourcing supply options.
  2. Collaborates with departments to select successful vendors for contracts; commits University funds by issuing purchase orders in accordance with institutional policies.
  3. Assesses and interprets bids, quotations, proposals, and technical submissions.
  4. Delivers training and support to University staff regarding procurement policies and the online purchasing platform; offers instruction for PaymentWorks and DASH.
  5. Analyzes purchasing needs to identify requirements for campus-wide agreements.
  6. Addresses issues related to purchasing transactions involving vendors and University staff.
  7. Provides consulting services to departments, including product specifications, evaluation, procurement strategy, and sourcing.
  8. Manages contract and post-award administration of contracts and purchase orders.
  9. Acts as the subject matter expert for procurement-related activities, policies, procedures, and reconciliation support.
  10. Performs additional duties as assigned.
Qualifications:

MINIMUM REQUIREMENTS:

EDUCATION: Bachelor's Degree in Accounting, Finance, or a related discipline. (Master's Degree in Accounting or Finance preferred). (TRANSCRIPT REQUIRED)

EXPERIENCE: One (1) year of procurement experience or related professional experience; OR a combination of relevant education and work experience totaling five (5) years.

KNOWLEDGE, SKILLS, ABILITIES:
  • Understanding of general accounting principles and proficiency in data entry.
  • Ability to engage with University personnel, vendors, and group purchasing members at various levels.
  • Strong oral and written communication capabilities.
  • Capacity to meet deadlines effectively.
  • Exceptional organizational and analytical skills.
  • Aptitude for leading projects and managing multiple tasks in a dynamic environment.
  • Proficient in MS Office Suite.
  • Strong problem-solving and decision-making abilities.
WORK SCHEDULE: This position may occasionally require evening and weekend work. May involve occasional overnight travel.
