Our client is looking for a Procurement Specialist to operate within their facilities in Houston, TX on a contract basis.

Overview:

  • Manage a Safe, Reliable, Efficient, and Sustainable Purchase Requisition (PR) to Purchase Order (PO) process for all materials needed by the organization.
  • Oversee third-party material expenditures to maximize value and ensure timely delivery for assigned material needs.
  • Secure safe, reliable, and cost-effective third-party materials.
  • Guarantee bid transparency in accordance with established protocols and procedures.
  • Collaborate with Category Management to formulate strategies that enhance competition, local content, and supplier performance.
  • Ensure procured materials meet safety, reliability, and cost-effectiveness standards.

Key Responsibilities:

  • Implement all assigned third-party material requirements, ensuring adherence to relevant policies, processes, and procedures.
  • Support the Strategic Supplier Relationship process for key suppliers by establishing KPIs and initiatives to assess and enhance supplier performance regarding quality, efficiency, and cost-effectiveness.
  • Develop and utilize systems/tools and technology for procurement processes.
  • Streamline processes and procedures to minimize time and costs associated with delivering Supply Chain Management services.
  • Establish and achieve Procurement KPIs.
  • Ensure material purchases comply with international regulations, standards, processes, and approved company procedures.
  • Build and maintain relationships with suppliers while negotiating optimal terms.
  • Assess supplier performance and compliance.
  • Coordinate with the materials management planning team to maintain inventory stock levels.
  • Assist in executing the Annual Contracting & Procurement Plan and manage appropriate spending channels in collaboration with Category Management.
  • Complete negotiations and make recommendations for purchases not covered by existing contracts.
  • Raise Technical Queries as necessary and follow up until resolution.
  • Define the necessary technical, commercial, site safety, legal, and logistics requirements in RFQ/RFP and Purchase Orders.
  • Create Purchase Orders in the company system and manage change orders as needed, following established procedures.
  • Provide business partners with market insights (e.g., bid estimates, pricing trends, availability of goods).
  • Identify opportunities for leveraging resources.
  • Assist with all commercial matters throughout the equipment procurement cycle.

Requirements:

  • Bachelor's Degree and 10 years of relevant experience.
  • Preferred certifications in Supply Chain/Logistics (e.g., Dangerous Goods Regulations (IATA), CIPS).
  • 10 years of relevant experience in the Oil and Gas sector.
  • Proficiency in English, both written and spoken; Portuguese is a plus.
  • Experience in Supply Chain Management, Material Management, Warehousing, or Logistics.
  • Familiarity with ERP systems (SAP or similar).
