Job Summary

The Texas Department of Housing and Community Affairs is seeking a highly skilled Senior Legislative Affairs Specialist to join our team. As a key member of our External Affairs division, you will play a critical role in advancing our agency's legislative priorities and building strong relationships with state and federal lawmakers.

Key Responsibilities
  • Serve as the agency's primary liaison to the Legislative Budget Board, the House Committee on Appropriations, and the Senate Committee on Finance
  • Participate in agency activities related to the legislative session, including attending legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons
  • Coordinate agency interaction and testimony before legislative committees, and assist in training agency staff in testifying in legislative committee hearings
  • Assist in responding to legislative inquiries, and review and edit legislative correspondence
  • Analyze state and federal legislation, and prepare reports on newly enacted laws and pending state and federal legislation
  • Develop and maintain detailed knowledge of Department programs, and work on special projects as required
Requirements
  • Three years or more experience in working with/for the federal or state legislature
  • Two years or more experience in budget and appropriations matters before/with the state legislature
  • Graduation from an accredited four-year college or university with major course work in Government, Economics, Public Policy, or related field
Preferred Qualifications
  • Strong knowledge of the state budget and appropriations process
  • Strong knowledge of the federal and state legislative processes and state government administration
  • Skill in compiling, evaluating, and presenting legislative information; in problem solving and negotiating; in policy analysis and research; and in the use of a computer and applicable software
