Job Overview:

Senior Program Consultant

The Senior Program Consultant plays a crucial role in delivering expert consultative services and technical support for the operations of the Disease Surveillance and Epidemiology Section (DSE) under the leadership of the Section Director.

Utilizing significant autonomy and independent judgment, this position facilitates the coordination and execution of legislative tasks, including analysis of bills, inquiries, cost assessments, and legislative documentation, collaborating closely with various DSE units, the Laboratory Services Section, the IDPD, and the Office of Chief State Epidemiologist (OCSE).

This role also involves overseeing the development of regulations and supporting advisory committee meetings.

Conducts thorough document reviews to ensure that all materials are precise, coherent, concise, and easily comprehensible for the intended audience, while adhering to submission deadlines.

Prepares comprehensive documents, reports, briefings, and presentations for the Section Director and OCSE leadership.

Key Responsibilities:
(40%) Coordinates DSE initiatives concerning legislative and funding matters. Collaborates with DSE programs, the Division, and Government Affairs on legislative analysis, monitoring, and activities for the Section. Engages with Section units to produce bill analyses and cost estimates, amend legislation, implement bills, and ensure compliance with legislative requirements. Establishes implementation guidelines, timelines, and coordinates with DSE Sections, OCSE, and other relevant divisions to guarantee timely completion of all deliverables. Engages with department personnel, stakeholders, legislators, advocates, and others regarding legislation impacting Section programs. Actively participates in activities related to funding issues, exceptional items, public hearings, rule-making associated with significant legislation, operational strategies, interim studies, or agency workgroups, and outreach initiatives aimed at enhancing the relationship between DSE/DSHS and legislative leadership concerning infectious disease programming and funding to local entities. Oversees the formulation, review, and submission of all DSE regulations and reports.

Conducts high-level document reviews, ensuring that materials are accurate, clear, concise, and easily understood by their target audience, and submitted punctually.

Provides data and information to decision-makers to support policy decisions and resource allocation. In collaboration with DSE and OCSE subject matter experts, prepares presentations related to infectious diseases for DSHS Senior Management. Oversees and monitors memoranda, correspondence, social media communications, assignments, productivity reports, and studies (compliance/response to House/Senate Bills, Riders, legislative and public inquiries, etc.) within the Section in consultation with the Division and Government Affairs Unit. Aids DSE units in preparing for and conducting advisory committee meetings, including the Task Force on Infectious Disease Preparedness and Response and the Healthcare Safety Advisory Committee.

(15%) Keeps abreast of state and federal developments in infectious diseases and public health through research and review of major publications to inform policy decisions and program funding allocations. Prepares briefing documents, including requests for Commissioner staff briefings and informational memos, and delivers presentations on state and national trends and issues affecting funding and the delivery of the Section's infectious disease initiatives. Develops and implements project management principles and processes to ensure timely and effective delivery of Section assignments and responses. Facilitates high-level responses relevant to Section involvement with inter- and intra-agency activities concerning health policy priorities and program implementation. Identifies opportunities for the Section to advance strategic goals and formulates recommendations to enhance the relationship between Section/DSHS and leadership.

(5%) Other responsibilities as assigned may include, but are not limited to, actively participating and/or serving in a supporting role to fulfill the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. DSE is a key partner in disaster response efforts. Such involvement may necessitate an alternate shift pattern assignment and/or location.
