Job Summary

The Texas Department of Housing and Community Affairs is seeking a highly skilled and experienced professional to fill the role of Fair Housing Specialist. This position will be responsible for performing advanced research, policy, and data analysis work related to the Housing Resource Center (HRC) division.

Key Responsibilities
  • Respond to information requests regarding affordable housing and community services through written correspondence and phone calls.
  • Prepare ongoing Departmental performance and production reporting requirements.
  • Support fair housing initiatives, including planning, developing, and implementing protocols and databases for managing and measuring fair housing activities within the Department.
  • Serve as Administrative Support Staff for the Texas Interagency Council for the Homeless, acting as a liaison between the Department and state agency representatives and industry stakeholders.
  • May provide guidance to others and work under general supervision with moderate latitude for the use of initiative and independent judgment.
Requirements
  • Graduation from an accredited four-year college or university with major coursework in government, public or business administration, community or regional planning, social work, or a related field.
  • At least 2 years of experience in affordable housing and/or Fair Housing, preferably with experience in research, planning, and policy analysis.
  • Prior experience with databases, data management, analysis of large datasets, and compiling performance reports for policy direction.
  • Report writing experience.
  • Experience and education may be substituted for one another.
Preferred Qualifications
  • Knowledge of federal and state legislative processes, state government organization, and administration, including knowledge of principles, objectives, and procedures of governmental planning and programming.
  • Knowledge of fair housing concepts, principles, and local, state, and federal laws relating to Fair Housing.
  • Strong writing skills, with the ability to produce professional-quality reports and documents for internal and external audiences.
  • Research skills, including the ability to analyze moderately complex qualitative and quantitative data.
  • Skill in compiling, evaluating, and presenting information, problem-solving, and negotiating, policy analysis, and research.
  • Ability to establish and maintain effective working relationships with supervisors, coworkers, state agencies, and local government officials, community groups, advocates, and the public, and represent the Department with professionalism.
  • Ability to set priorities, organize workload, and adapt to changing deadlines.
  • Must possess skill with personal computers and applications such as Word, Excel, and Access.
Working Conditions
  • This classification functions in a standard office environment, with the ability to drive and travel as needed.
  • Must be able to communicate and exchange accurate information via phone, computer, and in person.
  • Must be able to observe and evaluate data in a variety of formats, including hard copy, electronic, and work beyond forty (40) hours per week as needed and in compliance with the Fair Labor Standards Act (FLSA).
  • The employee must be able to lift and/or carry up to 10 lbs and push and/or pull up to 10 lbs.
Other Requirements
  • Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures.
  • Must be willing to work overtime if necessary, which may include nights and weekends.
  • Must attend work regularly and adhere to approved work schedule.
