Position Overview:

Role Summary

The City of Roanoke is in search of a Building Compliance Inspector I responsible for evaluating existing properties to ensure adherence to essential maintenance regulations. Key duties encompass enforcing the City’s rental Certificate of Compliance initiative, zoning regulations, and ordinances related to inoperable vehicles, weeds, trash, and other municipal codes. The role involves receiving, assessing, and investigating complaints regarding these codes, conducting inspections for violations, issuing citations when necessary, and maintaining case records in a computerized system to ensure prompt compliance. The ideal candidate will also be tasked with summoning non-compliant individuals to court and providing information at community meetings while collaborating with various City departments and public service organizations.

Candidates must possess a high school diploma or GED, along with three to five years of relevant experience or training in building construction or property appraisal, particularly for residential and complex commercial/industrial structures; or an equivalent combination of education and experience. A valid driver's permit issued by the Commonwealth of Virginia is required. Additionally, the successful applicant must obtain Virginia Certification as a Building Maintenance Inspector from the Commonwealth of Virginia Department of Housing and Community Development within the first year of employment.

Key Responsibilities

PRIMARY FUNCTIONS

Conduct inspections to ensure compliance with building maintenance standards and the City’s Rental Certificate of Compliance Program. Enforce adherence to zoning regulations, inoperable vehicle ordinances, weed and trash regulations, and other applicable codes.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following:

- Conduct canvassing for building maintenance, zoning, inoperable vehicle, weed and trash, and other code violations.

- Receive, assess, and investigate complaints, issuing orders and/or citations for violations.

- Inspect properties to ensure compliance with regulations, particularly the Uniform Statewide Building Code.

- Issue Certificates of Compliance through the Rental Inspection Program.

- Notify violators of code infractions by issuing warnings, stop work orders, or orders for necessary repairs.

- Summon violators to court and provide testimony as needed, coordinating with the Commonwealth Attorney.

- Consult with the Building Maintenance Code Official and Codes Compliance Coordinator regarding power disconnections, board-ups, demolitions, and habitability assessments.

- Investigate and coordinate referrals to Social Services, Police, Fire-EMS, Public Works, the State Health Department, and E-911.

- Collaborate with neighborhood organizations, community development corporations, and other agencies on code enforcement matters.

- Engage with property owners, managers, contractors, and tenants to resolve compliance issues.

- Prepare reports and issue maintenance orders and citations related to building, zoning, and nuisance code violations.

SUPERVISORY RESPONSIBILITIES
This position does not include supervisory responsibilities.

Qualifications

EDUCATION and EXPERIENCE
A high school diploma or GED is required, along with three to five years of relevant experience or training in building construction and property appraisal, or an equivalent combination of education and experience.

Language Skills

The ability to read, analyze, and interpret professional literature, technical procedures, and governmental regulations. Proficiency in preparing reports, correspondence, and procedural manuals. Capable of effectively presenting information and responding to inquiries from various stakeholders.

Reasoning Ability

The ability to define problems, collect data, establish facts, and draw valid conclusions. Proficient in interpreting diverse instructions and managing multiple variables.
