Position Overview:

The role involves overseeing activities within the Division of Public Health Licensing Services, specifically within the Bureau of Special Licensing. This position is responsible for assisting in the issuance of licenses to various licensed facilities and providers, ensuring that all licenses remain current through compliance with applicable regulations.

Key Responsibilities:

  • Conducts initial and annual compliance inspections of facilities such as marijuana establishments, sober living homes, and group homes for individuals with developmental disabilities to verify adherence to regulations.
  • Manages quality systems by tracking documentation, corrective actions, and quality metrics.
  • Engages in advanced investigations of licensed facilities upon receiving complaints or regarding unlicensed operations.
  • Communicates with the regulated community and regulatory bodies, addressing technical inquiries from licensees and contributing to the development of standards and rulemaking.
  • Generates and reviews detailed investigative reports, statements of deficiencies, and correspondence related to licensing status changes.
  • Ensures that inspections are scheduled and conducted within regulatory timeframes.
  • Leads and participates in meetings with staff, advisory committees, and stakeholder organizations.
  • Provides technical support to both providers and consumers.
  • Analyzes and responds to client feedback regarding services.
  • Oversees the training program for new employees, creating training materials and delivering presentations to stakeholders as needed.
  • Supervises and guides lower-level staff.

Required Knowledge, Skills & Abilities:

  • In-depth knowledge of federal regulations and state codes pertaining to licensed facilities.
  • Strong understanding of facility management and operational procedures.
  • Familiarity with Performance Management (PM), Continuous Quality Improvement (CQI), and Lean methodologies.

Preferred Qualifications:

A Bachelor's degree combined with a minimum of three years of experience as a surveyor or compliance officer, or in management/project management roles.

Pre-Employment Requirements:

Candidates must possess a valid driver's license and be able to travel statewide. A valid level one fingerprint clearance card is required, or the candidate must apply for one within a specified timeframe after starting employment. Additionally, candidates must obtain specific national certification training within two years of hire.
